About this file
This document is an excerpt from a federal solicitation outlining proposal evaluation criteria and submission instructions for a construction contract.
The solicitation requires offerors to submit an Infection Control Plan as Factor 2 of the proposal evaluation. The plan must be a narrative of 12-point font, between one and six pages in length, detailing measures to comply with facility infection control standards per the provided VA ICRA 1.4 document. The narrative must address four mandatory elements: use of infection control barriers for each construction phase; methods for Protective Personnel Equipment (PPE) usage as staff traverse sterile and decontamination sides of the Sterile Processing Department, noting that PPE requirements differ between these areas; methods to maintain negative pressure construction site conditions for each phase; and verification that at least one key construction personnel member has completed certified ICRA training such as ICRA Best Practices in Health Care Construction from the Minnesota Carpenter's Union Local 322 or equivalent. The Government will evaluate whether the plan includes all required elements, and narratives that merely restate information from the VA ICRA 1.4 document will be deemed unacceptable.
All proposal submissions must be emailed to Contract Specialist Dean Flanders at dean.flanders@va.gov by 2:00 PM Central Time on Monday, August 3, 2026. The email subject line must read "PN: 618-CSI-240, SPS Site Prep." The solicitation pertains to Sterile Processing Department site preparation work for a Veterans Affairs facility.
