About this file

This is a Questions and Answers document for federal contract opportunity 36C26326R0056 (PN 618-CSI-240), an SPS Equipment Site Preparation project at Minneapolis VA Medical Center. The document provides clarifications on 68 questions related to scope, staffing, procurement responsibilities, design specifications, scheduling, and administrative requirements.

Key procurement and responsibility clarifications include: the VA will procure and contract with Steris and CS Medical, while the contractor must procure and contract with John Bean Technologies (now Formova LLC) for robot relocation and reprogramming. The Period of Performance is 330 calendar days from award, with the project scheduled for FY26 funding (no later than September 30, 2026), though it is prioritized for FY27 if FY26 funding lapses. Work will predominantly occur outside normal business hours, coordinated with the Contracting Officer's Representative (COR). The contractor must secure VA badging for all employees through background checks, with typical turnaround of 4-6 weeks. Key staffing requirements specify that the superintendent cannot perform dual or triple-hat functions; the CQC Manager must be a direct employee of the prime contractor with at least 5 years of validated CQC System Manager experience; and the SSHO does not require direct employment by the prime. A third-party commissioning agent contracted by the contractor is required. Material specifications are locked, with no substitutions permitted for acoustic ceiling tiles (Armstrong Clean Room VL unperforated is facility-wide standard). STARC panels are acceptable for ICRA containment, and all existing acoustical ceiling tiles will be removed and replaced. Proposal delivery must be electronic PDF via email (5MB limit per submission), and the site visit on July 8, 2026 is not mandatory but highly encouraged with no supplemental walkthroughs anticipated.
