STATEMENT OF WORK (SOW)
1.0. Title of Project: Uninterruptible Power Supply (UPS) Repair
2.0. Scope of Work: This request encompasses the provision and installation of repair or replacement parts for the two Eaton Uninterruptible Power Supply (UPS) units located at the St. Louis video facility. This facility serves as a critical backup power hub, ensuring continuity of operations for mission-critical Veterans Affairs systems across all 50 states and Puerto Rico. The required work will include furnishing all necessary labor, replacement components, and technical expertise to inspect, assess, and restore the UPS units to optimal functioning condition. These actions are necessary to maintain system reliability and support throughout the EHRM Data Center build-out, deferring full system replacement until the planned relocation. All work shall be performed in accordance with manufacturer specifications and VA operational requirements to minimize system downtime, protect mission-critical loads, and ensure professional standards of safety and compliance are met during the service period.
3.0. Background: The St. Louis video facility hosts a back-up power system that includes two Eaton UPS (Uninterruptible Power Supply) units to prevent power loss to all mission-critical systems in VA in all 50 states and Puerto Rico. Regular professional UPS maintenance is critical to their proper operation in VA.
4.0 Period of Performance: 30 Days After Receipt of Order
4.1. Government Recognized Holidays. Unless specifically authorized in writing by the Contracting Officer, no services will be provided and no charges will be incurred and/or billed to any order on this contract on any of the observed Federal Holidays. There are 11 Federal holidays set by law (USC Title 5 Section 6103). Under current definitions, four are set by date:

If any of the above falls on a Saturday, then Friday shall be observed as a holiday. Similarly, if one falls on a Sunday, then Monday shall be observed as a holiday. The other six holidays are set by a day of the week and month:

5.0. Place of Performance:
1 Jefferson Barracks Rd., Bldg. 56 St Louis, Missouri 63125
6.0. Type of Contract: Firm Fixed Price
7.0. Contract Pre-Performance Meetings: A telephone conference or Microsoft TEAMS meeting may take place prior to the repair for scheduling.
8.0. General Requirements: The vendor shall provide the following on two (2) UPS units (serial numbers: EK206CBC10 and EK211CBC01 / Model Family/Range; 9390-100-160):
9.0. Deliverables: Inspect and repair UPS units that support critical VA systems.
10.0. Quality Control: The vendor will ensure pre-inspection and safety compliance, AC and/or DC capacitor update installation, and fan replacement.
11. Formal Acceptance or Rejection of Deliverables: The Government will review each deliverable and provide feedback/comments. The contractor shall have five business days to incorporate feedback/comments and make appropriate revisions. The contractor shall provide the revised version of each deliverable to the Contracting Officer’s Representative (COR). The COR will review and determine final acceptance by the Government. The COR will notify the contractor of final acceptance within five business days.
12. Changes to the SOW: Any changes to this SOW shall be authorized and approved only through written correspondence from the Contracting Officer. A copy of each change will be kept in a project folder along with all other products of the project. Costs incurred by the contractor through the actions of parties other than the Contracting Officer shall be borne by the contractor.

17. Confidentiality and Disclosure:
17.1. It is agreed that:
The preliminary and final deliverables, and all associated working papers, application source code, and other material deemed relevant by VA which have been generated by the contractor in the performance of this contract, are the exclusive property of the U.S. Government and shall be submitted to the Contracting Officer at the conclusion of the contract.
17.2. The Contracting Officer will be the sole authorized official to release, verbally or in writing, any data, draft deliverables, final deliverables, or any other written or printed materials pertaining to this contract. No information shall be released by the contractor. Any request for information relating to this contract, presented to the contractor, shall be submitted to the Contracting Officer for response.
17.3. Press releases, marketing material, or any other printed or electronic documentation related to this project, shall not be publicized without the written approval of the Contracting Officer.
18. Contractor Security Requirements: Contractor will not have access to VA Information Technology (IT) systems nor access to sensitive/personnel identifiable information (PII). Contractor personnel shall be escorted by VA personnel anytime they are in a VA facility.
