517-19-302 Beckley VA Medical Center

Renovate Medical Surgical Ward for Patient Privacy

SCOPE OF WORK

517-19-302

LOCATION: Work performed under this scope will be conducted at the Beckley VA Medical

Center (VAMC) located at 200 Veterans Ave., Beckley, WV 25801. Work will be conducted in

Building 1, primarily on the 3rd floor.

GENERAL: The project scope involves the demolition and renovation of approximately 10,000 gross square feet of existing former Medical Surgical space in use as clinic area to accommodate a new Med/Surg unit with 13 patient rooms with bathrooms. The new space includes patient rooms, doctors’ offices, space for nursing staff, pharmacology areas as well as the various support facilities required by the medical staff. Also included is 3,000 square feet at the main bank of elevators which will provide a greeting, scheduling and staff area that will serve the entire 3rd floor.

PROJECT OUTLINE: This scope of work (SOW) is intended to provide the general contractor a description of work to be completed. Please refer to drawings and specifications for more detailed information. The information provided in the SOW includes but is not limited to the following:

Architectural

This project will construct a new med/surg patient unit on the 3rd floor. The work required in the second-floor ceiling will be done in small areas and timed appropriately to minimize disruption of the existing space. This work can also be performed “off hours” when necessary. Work will be scheduled through the VA COR and the VA’s contracting officer. During construction of the center area, the access to the administrative area will be through the North and South access points. Access to the ICU will have to be altered non-sequentially as construction progresses.

Partitions, doors and frames, ceiling and floor finishes, and wall mounted accessories will be removed back to the existing CIP concrete structure. There is a 2” floor topping shown on the original drawings. This will be removed at the new patient bathroom locations to allow the floor to have a positive pitch to drains.

New partitions constructed of metal studs and GWB will be constructed in a new configuration based on the program developed. The new med/surg unit will consist of 12 patient rooms and one (1) SCI patient room. One (1) of the patient rooms will be an isolation room with an anteroom. Also, the center of the third floor will be renovated in the same manner by reconfiguring the existing ramp to the administrative wing. A 3rd floor greeting, and scheduling area will be constructed to direct and control patient and visitor flow to the four parts of the third floor.

New mechanical equipment will be installed on several roofs on new steel dunnage which will be flashed into the existing roofing materials.

HVAC

The HVAC system for the 3rd floor renovated space will consist of a new rooftop VAV air handler, 1-RTU-4, placed on the roof of the 1st floor mechanical room, along with new ductwork, supply VAV boxes and return air dampers. The supply VAV boxes shall be provided with reheat. The reheat water will be supplied from a new steam to water heat exchanger.

The new AHU will be located on the 1st floor roof of Mechanical Room 1A-113 mounted on rooftop dunnage. Chilled water supply and return as well as steam condensate return are being routed from Mechanical Room 1A-113 to that AHU. The steam supply line and air distribution ductwork from this unit is to be routed through the 3rd floor exterior wall. The new steam to water shell-and-tube heat exchangers will be mounted in room 3A-111A. Reheat piping to the

VAV boxes will be routed from the reheat boiler to each VAV box.

The existing make-up air unit, 1-MAU -15, will remain and, after the project is completed, this unit will only serve the 4th floor. Since the unit currently serves both the 3rd and 4th floors, it will need to remain in operation during the 3rd floor renovations, to serve the 4th floor systems.

The air flow is split approximately equally between the 3rd and 4th floors. It will need to be rebalanced to approximately 40% of the current capacity during construction and rebalanced after the renovations are complete.

Currently, the main outside air duct from 1-MAU-15, wraps around outside the south and west sides of the building and enters through Room 3A-108. The main duct splits in 3A-108. One branch passes through and enters the 3rd floor corridor ceiling to serve the 3rd floor systems.

The other branch rises through the 4th floor slab to room 4A-108 and then into the 4th floor corridor ceiling to serve the 4th floor systems. The entry into the 3rd floor will be eliminated and the duct will enter the fourth floor above the window at the end of the Corridor to join with the existing distribution feeding the 4th Floor. A new plant steam source, duct-mounted humidifier will be provided to replace the clean steam generator that is currently located in

Maintenance Room 3A-108.

The new 3rd floor Med Surg system has been designed to accommodate pandemic situations. To add this functionality, a bag-in/bag-out HEPA filter and fan has been included in the new system.

The HEPA filter and fan are both mounted on the 6th floor roof. The HEPA filter is the type allowing filter change-out without taking the fan out of service.

An Airborne Infection Isolation Room is being added as one of the 3rd floor patient suites. As part of the design, a bag-in/bag-out HEPA filter and redundant fans are being added as part of the system. Similar to the pandemic mode equipment, the HEPA filter and redundant fans are being mounted on the 6th floor roof. However, in the isolation room HEPA filter, the system will need to be taken out of service to change-out the filters.

All new HVAC systems and equipment will be added to the BAS for control purposes.

Plumbing, Medical Gas and Fire Protection

The existing plumbing systems will be demolished up to the risers. New plumbing will be installed from the risers to all new plumbing fixtures in each of the patient bathrooms, patient room sinks, staff and visitor bathrooms and other staff facilities. Some risers will need to be relocated. New vents and drains will also need to be installed. Consequently, modifications are required in the second-floor ceiling to accommodate the drains. Shutoff valves for the hot and cold-water supplies will need to be added; these will be located in the ceiling of the 3rd floor.

Medical gases required at outlets will be supplied from the existing medical gas distribution systems located above the ceiling. Existing piping will be demolished, and new med gas distribution piping will be installed from the headers to the med gas outlets located at the patient headboards The existing zone valve boxes, within the renovated area, will need to be removed and replaced to suit the new architectural layout. The zone valve boxes will be located for ready access by Fire Department and Nursing staff. Existing building master alarm and new local area panels for the medical gas system shall be utilized.

The existing Fire Sprinkler System shall be demolished back to the existing risers zone valve assembly. New distribution and sprinkler heads shall be installed throughout the new facility.

Electrical

Existing lighting fixtures, wiring devices, panelboards, wiring, and low voltage systems (paging speakers, telecommunication devices, physical access control devices, fire alarm devices, and nurse call devices) within the 3rd floor area of work will be demolished. Certain electrical panelboards will remain within the 3rd floor area of work. Certain branch circuit loads may remain and recircuited to the new branch panelboards. Existing fire alarm terminal cabinet and extender panel shall maintain its condition and operational during construction. Fire alarm terminal cabinet and extender panel are located in the 3rd floor IT room.

New powered equipment, lighting fixtures, wiring devices (lighting control devices, receptacles, etc.), and branch panelboards, including wiring and conduit will be installed by the electrical contractor. New circuit breakers will be installed in existing MCC equipment to serve the new

HVAC equipment. Retained branch circuit loads may be recircuited to the new branch panelboards.

New tele/data devices, cabling and cable tray will be installed and tied back into the existing 3rd floor IT room. The new cable tray and conduit transition will be grounded back to the existing grounding system in the 3rd floor IT room.

New fire alarm initiating devices and notification appliances will be installed and tied back into the existing fire alarm terminal cabinet and extender panel.

New PA speakers will be installed and tied back to the existing PA system. Existing PA system is located in the 3rd floor IT room.

The existing antennas for the wireless pharmacy distribution system (wireless access point) shall be removed for the renovation and reinstalled in their current locations.

New nurse call devices and associated equipment, wiring, and conduit will be installed throughout the renovated space. All components will be connected back to the existing head end nurse call system.

Structural

The structural scope of work involves the installation of the support steel and curbing as it relates to the mechanical equipment, ductwork, and patient lift systems.
