1. Original RFI #11. “Drawing AS-603 shows an Epoxy Dura-flex Epoxy Floor (code 351), however drawing AS-602 does not show a key or a location for the epoxy flooring.
Question: Is there epoxy flooring on this project, if so what location?
The room finish schedule on AS-603 shows the epoxy in the IT Closet (3AB-109) and Waste Collection
Room (3AB-127).”
Follow up questions
a. On drawing A-602, room 3AB-127 is shown to have WSF-304 flooring. On A-603, room
3AB-127 is listed having epoxy flooring. Additionally, this room is marked NIC on the re-issued drawings. Are we installing new finishes in room 3AB-127 or not? If we are, please confirm which floor finish is correct for room 3AB-127
Room 3AB-127 is shown within the contract limit on sheet GC-100, GC-101, AE-100, AD-
101, AS-101, AS-102, AS-501, AS-502, AS-602, AS-801. It is also scheduled in the room finish schedule on sheet AS-603. The room is included the contract. Follow the Room
Finish Schedule on sheet AS-603 for floor and base material for this room.
b. Drawing A-602 indicates Room 3AB-109 as NIC and RFI #47 stated “There is no architectural scope in this space.” Please confirm no new epoxy flooring for room 3AB-109.
There is no architectural scope in this room. The floor finish will remain in place.
2. Original RFI # 13. “Drawing AS-801 equipment schedule items 4, 5, 14, and 22 (Headwall, Bumper
Bed Locator, PPE Dispenser, and Peg Board) shows to be contractor provided, contractor installed.
There is no specification provided for these items.
Question: Can a specification be provided for these items?
Question: Can a basis of design be provided for these items?
Headwall is a millwork item specified in section 06 20 00. Bumper bed locations are specified in section 10 26 00. PPE units are specified in section 10 28 00.”
Follow up question
a. Can a spec or basis of design be provided for the peg boards?
Provide “MEGA PEG” Drying Boards by Dynalon Labware as a basis of design for the Pegboard (item #22 on sheet AS-801).
3. Original RFI #14. “At the walk thru it was noticed that the roof where the AHU and steel are to be installed on appeared to have high peaks and ponding water in the space to be utilized for the installation. Question: Is this existing roof still under warranty and if so, who is the manufacturer as this will likely have to be repaired prior to the new work?
This is roof is scheduled to be replaced before/during the construction of this project, so a warranty will likely be in place. Details for make/manufacturer will be provided when the roof project is awarded.
There will likely be a need for the winning contractor to work with a separate construction crew on scheduling for this roof work to take place.”
Follow up question
a. This response leaves this issue very open-ended. For bidding purposes, can we expect this work to be completed prior to our roof work?
For bidding purposes, please assume this work will be done prior to any roof work associated with this contract, so the warranty must be maintained.
4. Original RFI # 23. “Drawing AS603 Wall covering 704 calls for digital artwork.
Question: Is the headwall provider responsible for providing the digital artwork?
Question: What is the basis of design for the digital artwork?
VWC-704 per Section 09 72 31, paragraph 2.2. Custom pattern as provided by VA.”
Follow up question
a. The VA did not answer the question. The omission of this requirement could impact the bid greatly.
a. For Bidding purposes, who is responsible for providing the digital artwork?
Per the documents, the VA is responsible for providing the digital artwork; artwork has not been selected at this time.
b. For Bidding purposes, what is the basis of design?
Per the documents, the VA is responsible for providing the digital artwork; artwork has not been selected at this time.
5. Original RFI #24. “During the walk through it was noticed that some rooms had patient lift tracks, ceiling examination lights and other various items.
Question: Who is responsible for removing these items and are they to be turned over to the government? 6
Contractor to remove these items.
Exam lights and all fan coil motors are to be turned over to the VA for future use.
Question: Are these items scheduled for reuse? If so, who is responsible the storing and reinstallation of these items?
VA will store the exam lights and motors.”
Follow up questions
a. The reuse & reinstallation portion of the question was not clearly answered.
a. Is future use identified as this project and if so, see below additional questions:
i. Who is to reinstall the stored items?
ii. What if any of the items that are stored are to be reinstalled?
iii. Where are they to be reinstalled at?
The exam lights and fan coil motors will not be reused/re-installed on this project. The VA will store the exam lights and fan coil motors. They are being saved to be re-used/reinstalled by the VA on future projects or maintenance activities not associated with this bid. The contractor is to remove these items and turn them over to the VA in a useable condition.
6. Original RFI # 30. “Spec 10 21 13 – Toilet Compartments is listed in the spec table of contents, but doesn’t appear in the spec package.
Question: Can you please provide this specification section? 7
Section 10 21 23 is Cubicle Curtain Tracks, which is in the specs.
Follow up question
a. The TOC was revised to add spec 10 21 23 Cubicle Curtain Tracks, but it still lists spec 10 21
13 Toilet Compartments as well. Please confirm that spec 10 21 13 Toilet Compartments is not meant to be included in this contract.
Correct. Toilet Compartments should not be included on the TOC.
7. Original RFI #37. “Spec section 01-00-00-1.26.C states “Storage space for equipment will be provided by the Government and the Contractor shall be prepared to unload and store such equipment therein upon its receipt at the Medical Center.”
Question: What equipment is anticipated to be unloaded and stored by the contractor for this project?
See project schedules/specification for lists and details of equipment. Government will provide a laydown area for contractor to use for storage.”
Follow up question
a. The equipment schedules do not indicate any equipment to be stored. What equipment is expected to be stored?
Any items purchased by the contractor are to be stored by the contractor. They can use the laydown area provided by the VA if needed. The contractor is not expected to store items purchased by the VA.
8. Original RFI #38. “Spec section 01-00-00-1.26.E states “Equipment furnished by the Government will be delivered in a partially assembled (knock down) condition in accordance with existing standard commercial practices, complete with all fittings, fastenings, and appliances necessary for connections to respective services installed under contract. All fittings and appliances (i.e., couplings, ells, tees, nipples, piping, conduits, cables, and the like) necessary to make the connection between the Government furnished equipment item and the utility stub-up shall be furnished and installed by the contractor at no additional cost to the Government.”
Question: What equipment is anticipated to be delivered in a partially assembled condition?
Please see all Drawing sets and specifications (for example, but not limited to, AS-801 FF&E Plan).”
Follow up question
a. The schedule on AS-801 doesn’t indicate whether equipment furnished by the government and installed by the contractor is partially or fully assembled. For bidding purposes, are we to assume that all items indicated as government furnished contractor installed will be delivered in a partially assembled condition?
For bidding purposes assume it will be in a partially assembled condition. Items have not yet been purchased, so specific shipping details are unknown. As stated in the question, it is expected these will be shipped based on standard commercial practices.
9. Original RFI #42. “Drawing AS-402 Detail #B4 shows a TV for the patient room footwall, however it does not state whether this is VA provided or contractor provided.
Question: Are these T.V.’s to be provided and installed by the GC or provided and installed by the VA?
TV’s and brackets by GC per section 11 05 13.
Question: What is VV, VC, & CC on Dwg. AS-801.
VV = VA Furnished/VA Installed, VC = VA Furnished/Contractor Installed, CC = Contractor Furnished/Contractor Installed”
Follow up question
a. Spec section 11-05-13 does provide the basis of design for the TVs as well as the brackets, but does not state who is to provide these items. Drawing AS-801 indicates item I.D No. 7
“Bracket, Television, Wall-Mounted” as VC meaning VA Furnished/Contractor installed. Are these items to be furnished by the VA or by the Contractor? For bidding purposes, please clearly identify what is to be provided and by whom?
The VA will purchase and provide the televisions to the contractor for installation.
10. Original RFI #46. “Drawing AS-603 shows a new room #3AB-127A as a storage room that gets new flooring, base, paint, and a 4’ wall protection. Drawing AD-101 identifies this space to have an existing door that is to remain. The phasing drawing GC-100 does not include this area within a phase (see screen shot below). As you can see in the attached picture, there is no existing door in this area, only a “cubby hole” and the door pictured directly to the right is currently identified as 3AB-127A (which is shown as a bathroom on the demo AD-101) not 3AB-127 as drawings indicate. Question: What is the intent for this space?
Question: What is this space currently being used for and if this area is to be turned into usable space (i.e., storage room), what are the construction requirements and / or obstacles to make this happen (i.e., unforeseen ductwork, plumbing, electrical)?
Question: Where in the phasing would this space be identified to be completed?
Question: How, if any is this space impacted by the deduct alternate #1?
The drawings and schedule should be revised to eliminate the existing door and room shown as
“Storage” (3AB-127) based on true existing conditions.”
Follow up question
a. This wording is confusing.
a. Please confirm that the intent of this response was to remove all work associated with room 3AB-127A as identified in the room finish schedule AS603 and that all work associated with room 3AB-127 as identified in the room finish schedule
AS603 is intended to remain part of this contract.
Storage room 3AB-127A does not exist and was removed from the Addendum 1 drawing package. Corridor finishes are to continue into the cubby and stop at the wall as shown on the revised finish plan.
11. Original RFI #36. “Spec section 01-00-00-1.23.A New Telephone Equipment states “The contractor shall coordinate with the work of installation of telephone equipment by others. This work shall be completed before the building is turned over to VA.”
Question: What telephone equipment by others will be on this project?
Analog phones will be required at 20 locations on this project; cable and phone installation will be by VA, but the contractor must coordinate with the VA and provide 2x4 box and conduit stubbed above finished ceiling. Contractor must provide access during construction for VA to do their portion of installation (wire and phone).”
Follow Up Question:
a. Can the 20 locations be identified along with the service connection point so that the amount of linear feet of conduit be calculated for bidding purposes?
Final locations have not yet been determined; contractor is only responsible for providing the
2x4 box with conduit stubbed above the finished ceiling for each of the 20 drops. Bidders can assume 20 boxes with 10’ of conduit each (200ft total).
