FORT MEADE VA MEDICAL CENTER

A. PART I - GENERAL

A1. Scope of Contract

A. Base Bid: The Contractor shall provide all labor, materials and equipment to accomplish the “Improve Water Treatment Phase 2” project per construction drawings and specifications. The project shall be accomplished per contract drawings and specifications numbered 568-19-

101. This work includes, but is not limited to:

1. Replacement and installation of water collection and treatment components, mostly controls and communication, at multiple sites throughout the water collection and treatment system.

a. Installation of a new master control panel at the office/laboratory located at the water treatment plant. The new control panel must be Rockwell compatible to allow proper communication with existing Rockwell Automation SCADA system. The new panel will replace the existing RTU located at the office/laboratory

b. Upgrade and relocation of existing controls located at the clarifying tanks control panel in a non-climate-controlled area to the new climate-controlled master control panel at the office/laboratory. While the existing cabinet will remain, all signals will be redirected to, and read and controlled by the new panel.

c. Replacement of obsolete turbidity meters and associated wiring infrastructure at the clarifier tanks and the spring well house.

Current meters do not communicate properly with respective RTU’s.

Additionally, install new turbidity meter in clarifier tanks combined effluent line.

d. Replacement of obsolete water flow meters and associated wiring infrastructure at the clarifier tanks and the spring well house with magnetic-type in-line sensors.

e. Ensure signaling from spring well house turbidity meters to raw water storage tank dump valve works accurately.

SPECIFICATION NO. 568-19-101

f. Repair and upgrade radio frequency communications from remote sites to the water treatment plant, including existing PLC’s upgrade.

2. Contractor shall remove from the VA site and dispose of all equipment and materials not scheduled to be reused.

3. Shutdown of the water collection and treatment system must be kept to a minimum (see Attachment #1 Phasing Plan).
