About this file

This document contains a construction phasing plan and related federal contract opportunity. The construction phasing plan outlines a multi-step process for replacing equipment and control systems at a VA water treatment plant over a 150-day period of performance. Key steps include replacing flow meters, turbidity meters and PLCs at remote sites and the plant; installing new communications equipment; integrating new control panels and SCADA systems; and training staff. The related federal contract opportunity is a solicitation from the VA seeking bids for the water treatment plant improvements project, with bids due on August 8, 2022. The estimated cost is between $500,000 and $1,000,000, and the opportunity is set aside for Service-Disabled Veteran-Owned Small Businesses. The contractor must provide performance and payment bonds within 10 days of award and complete the work within 150 calendar days of the notice to proceed.

CD Level Submittal 10-21-21 rev 0

Project Number 568-19-101: Improve Water Treatment Plant Phase 2 Contract Number 36C26321C0030

Phasing Plan

This document is provided as discussed in the Contract to “provide a recommended construction phasing plan”. This document will evolve through the follow-on design submittals. This document may be modified as appropriate by the VA during this design process, and /or during the construction bidding process should other options provide a more efficient or cost-effective approach. The plan may also be modified as appropriate during the pre-construction kick-off meeting time frame based upon operational needs of the VA and construction processes, and selected construction contractor’s recommendations.

Pre-construction Period (Assume Construction Contractor Selected)

1. Ensure all aspects of the Construction Contract are understood and accepted.

2. Identify appropriate suppliers for equipment to be purchased. Note that the design provided recommended makes, models, and/or sources for equipment however others may be selected if comparable, of equal quality, and approved by the COR.

3. Engage with control panel (Combined smart PLC / HMI Screen and communications eq) cabinet designer/supplier (recommending DMC, Inc or equal as approved by the COR) and Allen Bradley / Rockwell representatives to ensure system operating requirements, operator needs, assembly, equipment testing, and time of delivery aspects are understood and agreed to.[See item 5 assumption under Construction Period Services below.]

4. Provide appropriate submittals to the VA for review and approval.

5. Work with the VA to identify equipment receipt/storage process and storage areas, and equipment lay-down areas which will support successful demolition, construction, and testing evolutions.

6. Schedule and hold a Pre-Construction meeting with VA.

7. Submit to the VA a formal CPM schedule, phasing plan, and other required submittals in accordance with Specifications for pre-approval.

Construction Period

1. Replace and install new equipment (replace two (2) turbidity meters and install a new third turbidity meter in the WTP and replace one (1) turbidity meter in the spring house, two (2) replacement flow meters in the WTP and one in the Spring house) and ensure all new items function correctly as designed. Replacement shall occur in a manner that maintains system operation (i.e. complete work on the “off-line” filter (clarifier) prior to starting work on the second filter (clarifier)).

For any work that may require potable water system to be OOC for a short period of time, a formal request shall be submitted to the VA in accordance with facility operating requirements and Specifications.

2. Replace PLCs in each of the four (4) remote site RTU cabinets with new

Micrologix 1400 PLCs. Connect (establish operations) for existing Micrologix

1100 PLC in the Raw Water Storage Tank RTU. Note that communications to the

“dump valve” must be verified.

Recommend working all remote sites first (Deadman Gulch, Existing Meter house, Spring well House, Raw water tank, and Wastewater Treatment facility).

Then working on equipment within the water treatment plant (WTP) building.

3. Install new communications equipment in remote sites and in the WTP. This includes new RF communications related antennas and cabling and hook up with the RTUs at each of the four (4) remote sites, at the Raw Water Storage Tank, and at the WTP building. Install new 450-470 Mhz radio at the WTP.

4. Test all communications aspects of monitor and control signaling from replaced and new equipment to the WTP existing control panels (in the WTP building, in the operator control room, and at the Boiler room SCADA control counsel (bldg.

137) via new RF communications system as appropriate.

5. NOTE: Assumption-during the period of time it takes to a accomplish the above phases of work to install and test new equipment and RF communications, a parallel path to design/fabricate and test the new Allen Bradley/Rockwell compatible control panel cabinet (Combined smart PLC / HMI Screen and communications system) is progressing. The new panel would be shop tested then shipped to Ft. Meade VA for installation by local electrical crew.

Recommended firm (DMC or comparable) would include onsite software engineering support.

6. Remove furniture and file cabinet from the operator room.

7. For the existing control panel located in the Operators Control room: remove the panel from the wall, extend connected wiring as needed, and temporarily mount the still operating panel on suitable temporary stand near the adjacent wall as marked in the drawings.

8. Place the new control cabinet and integrated HMI screen cabinet on/near/ against the wall which previously held the old panel (per drawings).

9. Ensure Train 2 filter (clarifier) system is running. Shut off Train 1 (Filter/clarifier 1) and install all appropriate wiring and sensors input/output from the (old) WTP panel into the new panel cabinet. Test all signals for proper operation and readings. NOTE: the old panel may remain and be used as a junction box as determined by the contractor.

10. Shift work from Train 1 to Train 2 (start Train 1, shut off train 2). Transfer all wiring and sensors to the new panel and test operations.

11. Transfer all cabling/signals from the old Operation control room panel (now on the temporary stand) to the new control panel. Test all signals for controls that were shifted to ensure proper operations.

12. Remove the old panel and all cabling/conduit from the old panel.

13. Transfer all other non-clarified control and monitoring cable/signals from the WTP control panel to the newly installed panel. Test the Spring house hi-turbidity

“dump valve” operations (Dump valve for the raw water storage incoming water source is “normally closed”. If the spring house turbidity meter senses NTU levels greater than _____the dump valve should open to expel the turbid water. Once

NTU values drop below set-point, the valve should close.

14. Test all signaling on the new local panel.

15. Ensure that all signals from remote stations (via RF signals) are working. Ensure that all monitoring signals are also read on the boiler room SCADA system.

Post Construction Period

1. Ensure all equipment is operating correctly.

2. Ensure all signals and monitoring functions on the new panel and SCADA system are operating correctly.

3. Ensure all replaced (old) equipment and packaging as been removed and/or properly disposed of.

4. Ensure all appropriate VA operations personnel are properly trained on all new equipment/procedures.

5. Ensure VA personnel are in receipt of all manuals and warranties (as appropriate).

NOTE: CD Level Phasing plan is the same as the 95% level submittal since there were no VA

Comments on that document.
