B.2 STATEMENT OF NEED
Lumenis Digital Trio Laser OR EQUAL James A. Haley Veterans Hospital
GENERAL: The Lakeland VA Eye Clinic, located at 2080 Meadowland Park Blvd, Lakeland, FL 33803, requires one (1) Lumenis Digital Trio Laser System OR EQUAL and one (1) Lumenis Digital Trio Laser System OR EQUAL for the New Port Richey (NPR) VA Clinic located at 7900 Little Rd., New Port Richey, FL 34654 for veteran care in each of their Eye Clinics.
NOTE: All equipment shall be delivered to James A. Haley Veterans Hospital and installation shall be completed at Lakeland and NPR VA Clinics.
BACKGROUND: Both the Lakeland and NPR VA Eye Clinics need ophthalmic lasers for the specialty laser treatments of their veterans that utilize those CBOC eye clinics. Recently, a general comprehensive, laser-trained ophthalmologist was added to each of those clinics. These ophthalmologists will be able to support the advanced diagnostic and therapeutic functions necessary for comprehensive veteran care. The new Laser System will optimize workflow through seamless report generation, eliminating the need for logs, allowing quicker communication with clinic staff and reducing the referrals into the community for medically necessary ophthalmic laser treatments.
PURPOSE: The purpose of acquiring the Lumenis Digital Trio Laser System OR EQUAL is to enhance the diagnostic and therapeutic capabilities of the Eye Clinic by providing advanced laser technology for the treatment of various ocular conditions. This equipment will support the clinic in delivering comprehensive eye care services, including precise laser procedures for glaucoma, retinal diseases, and post-cataract complications, while facilitating accurate documentation and workflow optimization. The integration of imaging and video capture will further improve patient outcomes and support clinical decision-making, ensuring high-quality care for veterans.
SCOPE: The scope of this requirement includes the procurement, installation, and integration of two Lumenis Digital Trio Laser System OR EQUAL for the Lakeland and NPR VA Eye Clinics. It encompasses all necessary accessories, training for clinical staff, and ongoing technical support. The project covers ensuring full compatibility with existing electronic medical record systems and network infrastructure, as well as compliance with all applicable VA regulations and standards. The systems will be used for a range of ophthalmic procedures, including but not limited to glaucoma treatment, retinal photocoagulation, and post-cataract care, supporting comprehensive veteran eye health services.
PHYSICAL CHARACTERISTICS: The Lumenis Digital Trio Laser System OR EQUAL shall feature a compact, tabletop configuration designed for clinical environments, with height-adjustable components and integrated workspace or storage to facilitate efficient use. The system must be ergonomically constructed to allow easy access and maneuverability for clinicians during procedures, ensuring patient comfort and safety. All equipment shall be constructed from durable materials suitable for frequent use in a medical setting and must comply with applicable electrical and safety standards.
FUNCTIONAL AND PERFORMANCE CHARACTERISTICS: The Lumenis Digital Trio Laser System OR EQUAL shall deliver reliable performance across a broad range of ophthalmic procedures, including glaucoma treatments, retinal photocoagulation, and post-cataract care. Contractor shall deliver and install two (2) Lumenis Digital Trio Laser System OR EQUAL at both the Lakeland and NPR VA Clinics. An EQUAL Laser System is defined by the following salient characteristics:
Integrated SLT and YAG Laser: SLT and YAG laser shall be capable of performing trabeculoplasty, capsulotomy, and iridotomy using 1064 nm and/or frequency-doubled 532 nm wavelengths.
Integrated 532nm Retinal Photocoagulator: Capable of performing standard and advanced retinal photocoagulation procedures and ability to deliver with variable energy output and optional subthreshold capabilities. Photocoagulator shall be compatible with slit-lamp delivery and appropriate aiming beam alignment.
Wheelchair-Accessible Adjustable Table: Design of the table shall be ADA compliant, motorized and height-adjustable to accommodate patients in wheelchairs, ensuring easy access and safe positioning during procedures. The design shall allow clear maneuverability and stability for both patient and clinician.
Digital Imaging and Video Capture System: Shall possess ability to save images/video and interface with EMR or network-based storage for treatment documentation and training.
On-axis/off-axis titratable illumination (or equivalent illumination enhancement technology) to improve visualization for SLT, YAG, and retinal procedures.
Adjustable Modes: Energy, pulse, and burst modes for YAG and SLT treatments, including Q-switched operations and variable pulse configurations.
System Health Monitoring: Integrated remote support/diagnostics or equivalent system health monitoring.
ADP Peripherals: Advanced peripheral connectivity options, including USB ports, Wi-Fi, and LAN interfaces. These features enable secure and efficient data transfer, allowing clinicians to save treatment records and imaging files either to external USB storage devices or designated folders on the local network. All peripherals must comply with applicable healthcare IT standards to ensure data integrity and patient privacy.
Maintenance & Support: Includes at least a one-year manufacturer support plan covering routine maintenance, technical assistance, and repair services to ensure the system operates reliably throughout the first year.
SOFTWARE: The Contractor shall be responsible for ensuring that all system software is properly installed and fully configured to support these functionalities prior to acceptance by the VA.
TRAINING: The VA requires on-site equipment and software training.
WARRANTY OF EQUIPMENT: Government requires commercial standard manufacturer warranty term. The government does not accept an extended warranty, which requires advance payment.
