A.6 EVALUATION FACTORS
EVALUATION FACTORS
This section describes the evaluation process, proposal preparation, the significant factors and sub-factors and criteria to be used in the evaluation process.
This procurement action will apply 15.103-2 Lowest price technically acceptable approach to source selection is appropriate when it is in the Government’s best interest to award to the offeror that submits a technically acceptable proposal with the lowest evaluated price.
This approach does not permit tradeoffs. Offerors will be required to submit their proposal in response to the solicitation in accordance with the evaluation criteria set forth in the solicitation. Once proposals are received, the Source Selection Evaluation Board (SSEB) will evaluate the proposals utilizing the criteria provided in this evaluation plan and in the solicitation. Offerors that fail to submit complete proposals including all pages of the solicitation shall be considered Technically unacceptable and will not be considered for award
The Government intends to award a single contract to a qualified (SDVOSB) determined responsible in accordance with the Federal Acquisition Regulation (FAR), whose technical proposal conforms to all the requirements in this solicitation and is further determined to meet or exceed the standards of acceptability under FAR 15.103-2 Lowest price technically acceptable process. The Government intends to evaluate proposals and award a contract without discussions with Offerors. Therefore, the Offeror's proposal should contain the Offeror's best terms from a past performance, technical, and cost standpoint.
The evaluation of offers submitted in response to this Request for Proposal (RFP) solicitation will be conducted utilizing the FAR 15.103-2 Lowest price technically acceptable selection process. Utilization of this source selection process may result in not all offers being evaluated. The Contracting Office upon receipt of offers, will determine eligibility and compliance with the solicitation requirements. The SBA Small Business Search (SBS) certified, at https://search.certifications.sba.gov/ will be checked to ensure that any offeror submitting a proposal to perform the work is both listed and verified. All proposals received will also be checked for an active registration in the System for Award Management (SAM). Thereafter, the CO will review all proposals to ensure that the minimum proposal submission requirements have been met. Once these requirements for responsibility have been satisfied, the CO will select and submit for review to the Source Selection Evaluation Board (SSEB) the technical proposal of the lowest priced offeror for consideration. Initially, the SSEB will not receive any pricing information, only the past performance, and technical portion of the offeror's proposal. The offeror's technical proposal will be evaluated or acceptability on a pass/fail basis, and the offeror's Past Performance will be rated with respect to the standards set for Past Performance. A two-step process for rating Past Performance will be used: first a rating of recent will be assigned in accordance to the evaluation criteria; second a final rating of relevant will be assigned in accordance to the evaluation criteria.
The Offeror's technical proposal shall be no more than 50 pages total, which is not inclusive of the solicitation and any amendments issued thereof. The Offeror's price proposal shall be no more than 25 pages inclusive of bid bonds required.
FAR 52.209-7 Information regarding responsibility Matters (b) shall be marked. If not marked, the proposal is technically unacceptable and cannot be considered for award.
If the selected offeror's technical proposal is determined to be acceptable based on the standards of acceptability, and that offeror's Past Performance rating is the highest possible rating allowable Recent and Relative, then no further evaluation of offers shall occur, and the CO will document these findings. Pricing information will only be provided to the SSEB upon notification to the CO that the past performance and technical proposal as submitted meets or exceeds the acceptability standard necessary to fulfill the objective of the requirement.
Should the initial offeror's proposal be determined to be unacceptable according to the standards of acceptability, then the SSEB will be required to provide to the CO a summary evaluation sheet that documents how the offeror's proposal fails to meet the standards of acceptability, and request to the CO that the next higher priced proposal be submitted to the SSEB for evaluation. Also, if the initial offeror's Past Performance is rated anything lower than Recent and Relative, then the next higher priced proposal will be submitted to the SSEB for evaluation. This process shall continue until such time that either all proposals have been evaluated, or a Technically Acceptable and Recent and Relative Past Performance proposal is evaluated. If no Technically Acceptable proposals reach the level of Recent and Relative with respect to Past Performance, then a determination will be completed by the CO between the highest rated Past Performance proposals.
Offerors shall respond in writing to the evaluation factors listed below, in the same order as they appear in the solicitation document. Failure to provide all information Shall adversely affect the evaluation of an offer. The information contained in the technical proposal should be complete, concise, and address each factor. If information is applicable to more than one evaluation factor, it must be repeated for each factor, unless stated otherwise.
Text: Text shall be at least single spaced, on 8 1/2 x 11-inch paper, with a minimum one-half inch margin all around. Pages shall be numbered consecutively. No foldout pages shall be used except for drawings as described below. Pages submitted in excess of the page limitations stated throughout this document will not be evaluated.
Drawings: Drawings shall be submitted as an electronic copy.
Font Size: Print shall be of a minimum 12-point font size or a maximum 10 characters per inch (10-pitch, pica) spacing. Bolding, underlining, and italics may be used to identify topic demarcations or points of emphasis. Graphic presentations, including tables, while not subject to the same font size and spacing requirements, shall have spacing and text that is easily readable.
Proposals will be identified with the following information for each volume:
a. Construction Company Name
b. Physical Address of the Company

5.1 SOLICITATION PROVISIONS:
The section heading(s) entitled "Information Regarding Bidding Material, Bid Guarantee and Bonds", and "Instructions, Conditions and Other Statements To Bidders/Offers", along with FAR Part 52.215-1 "Instructions to Offerors" provides information on bid guarantees, payment and performance bond requirements, and minimal insurance requirements. These sections also describe the instructions for proposal preparation; evaluation factors/sub-factors criteria and the evaluation process.
5.2 EVALUATION PROCESS:
The Technical Evaluation Board (TEB) will be responsible for conducting the source selection in accordance with the stated requirements of this Source Selection Plan (SSP) and the solicitation. The evaluation of proposals shall be performed in accordance with the solicitation to allow for a decision to be made based on the most technically acceptable proposal, at the lowest offered price.
5.3. RATING PLAN:
The purpose of the rating plan is to ensure that proposals are evaluated equitably and that the same criteria is applied to all proposals. Rating plans provide a logical basis for rating the proposals and establish a common frame of reference for the TEB to use during the evaluation process. Proposals are evaluated for acceptability, but not ranked using the non-price factors/sub- factors.
All proposals are not guaranteed to be evaluated. Only the lowest evaluated price proposal will be evaluated first for reasonableness and if found to be technically acceptable, then award will be made, and no further evaluation of proposals will occur. If the lowest evaluated price is found to be unreasonable or technically unacceptable, then the next lowest price Offeror's proposal will be evaluated until an award can be made.
Evaluation Factors:
This procurement will result in identifying the most highly qualified contractor based on FAR 15.103-2 Lowest price technically acceptable selection process, protecting the government's interest, and being consistent with the purposes and objectives of this project based on the following technical evaluation factors:
Factor 1: Hospital/Healthcare Construction Management
1a Sub-Factor 1a – Relevant Experience:
1b. Sub-Factor 1b - Key Personnel:
Factor 2: Technical Management Approach:
2a. Sub-Factor 2a - Project & Construction Quality Control:
2b. Sub-Factor 2b - Change Order Management: Workmanship
Factor 3: Past Performance:
3a. Relevant
3b. Recent
Price: The offeror shall provide pricing for the stated offer item. The Government will evaluate offers for award purposes. The price proposal must include the Attached Pricing Schedule - P09- SSP 621-22-109 AJP-Replace Site UG Sanitary and Storm Sewer Piping, the signed SF 1442, with acknowledgment of any amendments, plus the Offeror’s Bid Guarantee documents.
5.4 ACCEPTABILITY OF PRODUCT OR SERVICE
The acceptability of product or service shall be addressed in every LPTA source selection through consideration of one or more non-price evaluation factors/sub-factors. For LPTAs, this is done through the establishment of minimum requirements to be evaluated on an "ACCEPTABLE" or "UNACCEPTABLE" basis. In order to be considered awardable, there must be an "ACCEPTABLE" rating in every non-price factor/sub-factor.
5.5 TECHNICAL ACCEPTABLE/UNACCEPTABLE RATING
The purpose of the technical factor is to assess whether the Offeror's proposal will satisfy the Government's minimum requirements. Some of the aspects affecting an Offeror's ability to meet the solicitation requirements may include meeting the standards of acceptability regarding technical approach, key personnel, and qualifications.
Once the minimum requirements are established, the team shall evaluate the Offeror's proposal against these requirements to determine whether the proposal is rated as "ACCEPTABLE" or "UNACCEPTABLE", using the ratings and descriptions outlined in the table below. Technical Acceptable/Unacceptable Evaluation
Technical Acceptable/Unacceptable Evaluation Rating
Rating Description ACCEPTABLE Based on the Offeror's proposal, the information provided clearly meets the minimum standards of the solicitation.
UNACCEPTABLE Based on the Offeror's proposal, the information provided does not meet the minimum standards of the solicitation.
NOTE: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (SEE FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of ACCEPTABLE/UNACCEPTABLE, "unknown" shall be considered "ACCEPTABLE".
5.6 PAST PERFORMANCE:
The past performance evaluation results are an assessment of the Offeror's probability of meeting the minimum past performance solicitation requirements. This assessment is based on the Offeror's record of relevant and recent past performance information that pertains to the products and/or services outlined in the solicitation requirements. The Government may also obtain past performance information through the Past Performance Information Retrieval System (PPIRS) other sources known to the Government.
RELEVANT: The Government will perform an independent determination of data relevancy, provided or obtained. The main assessment of relevancy shall focus on capability and magnitude. Capability assesses whether the work being performed in the reference is like the work in the requirement.
Magnitude defines whether the amount of work in the reference is like the amount of work that is to be performed in the requirement.
RECENT: Recent past performance shall be defined as successful performance under contracts similar in scope to the subject requirement completed within the last five (5) years through proposal due date.
5.7 PRICE
Price: The offeror shall provide pricing for the stated offer item. The Government will evaluate offers for award purposes.
The price proposal must include the Attachment 3 Pricing Schedule - P09- SSP 621-22-109
AJP-Replace Site UG Sanitary and Storm Sewer Piping, the signed SF 1442, with acknowledgment of any amendments, plus the Offeror’s Bid Guarantee documents.
The LPTA procedure is applied to known, firm requirements, usually readily available in the commercial marketplace where a fair and reasonable price determination is based on adequate price competition. Therefore, price analysis will normally be used to determine the total evaluated price to support the selection of the lowest priced, technically acceptable offeror.
The proposed price will be analyzed for reasonableness. A detailed price breakdown is required and shall be provided on the "S02-Solicitation Attachment 3 - Price Schedule" worksheet provided with the solicitation.
If a detailed price breakdown is not included in the Offeror's price proposal, the contractor may be excluded from further consideration of contract award. Pricing will be evaluated in accordance with FAR 15.4 to determine reasonableness. In this context, reasonableness will be determined by comparing to other proposals and the Independent Government Cost Estimate.
This factor will be evaluated as either reasonable or unreasonable.
The Government reserves the right to cancel subject RFP and re-solicit via another mechanism should a fair and reasonable price not be achieved, or reasonableness of price cannot be determined.
FACTOR 1 – Hospital/Healthcare Construction Management
The offeror shall provide a narrative that describes the Offeror’s overall organization, organizational chart, as well as number of personnel and the duties of proposed technical staff to determine if offeror can manage multi-discipline projects without significant difficulty.
