About this file

This is a Questions and Answers (Q&A) document for KTR Questions 621-22-109, addressing clarifications on a contract opportunity for AJP-Replace Site Underground Sanitary and Storm Sewer Piping at a VA campus.

The contractor will have 730 calendar days after Notice to Proceed to complete the work. Survey data collection requirements extend to all new work and modifications to existing piping systems with particular focus on intersections with existing infrastructure. Excessive dewatering due to water table levels will be handled by change order with individual case evaluation. Tree replacement follows a ratio-based approach: trees under 10 inches in diameter require 1:2 replacement ratio, while larger trees require multiple replacements (3-9 trees) to compensate for lost canopy, ecological benefits, and potential mortality. For temporary power to the job trailer, bidders should plan for the worst-case scenario of 2,000 feet with adjustment by credit upon final location determination. Pipe specifications require SDR 26 (rather than SDR 35) for depths greater than 20 feet to prevent excessive deflection. All quantities in contract documents are correct as long as alignments indicated in the contract documents are followed. Buy American requirements apply to all materials and equipment. Erosion control measures are contingent upon chosen construction methods and procedures, with compliance required per specifications on sheets C-510, C-511, C-513, C-515, C-516, C-517, and C-518. Peak flow rates and existing system undersizing information are not available due to time constraints, and recording analysis results are referenced in an attached appendix.

KTR Questions 621-22-109 –

AJP-Replace Site UG Sanitary and Storm Sewer Piping

1. RFI #9 CLARIFICATION: Our experience performing similar work on a different VA campus leads us to believe that 485 calendar days is not a feasible timeline for the proposed scope of work. Please consider revising the duration to 720 calendar days per the RFP section 3.C A: As stipulated in the specifications in the statement of work section page 16 of the pdf section C. Period of Performance – Contractor will have 730 days after NTP to complete.

2. RFI #21 CLARIFICATION: the question is regarding dewatering. Outside of normal dewatering with can be handled with a standard pump, will any excessive dewatering due to water table levels be handled by change order?

A: Yes, Each case will be evaluated.

3. RFI #22 CLARIFICATION: See revised question: Specification Section 02 21 13, 3.4 – Survey Drawing Requirements – These requirement A-T appear to be a complete survey of the existing site and UG utilities. Since the SOW is for replacing existing sanitary and storm systems can the survey be conducted only on new sanitary and storm systems and the portions of existing sanitary and storm systems which are directly affected (i.e. tie-ins, removal without replacement, etc.)?

A: Correct; the entire collection data will involve all new work and modifications to existing piping systems, with particular focus on intersections with existing infrastructure.

4. RFI #25 CLARIFICATION: The response appears to clarify that trees removed should be replaced with a new tree. However, the statement "with their equivalent in new trees" seems to require the same species and size. That is the real issue here, many of these trees are very mature trees and to replace them with a tree of a similar size is nearly impossible. Please confirm what size (i.e. caliper or diameter of new tree) of the similar species to be provided for replacement.

A: Replacing a mature tree usually requires planting between 3 and 9 new trees, depending on the removed tree's diameter, species, and condition. While smaller trees (under 10 inches in diameter) might be replaced at a 1:2 ratio, larger trees require multiple replacements to compensate for lost canopy, ecological benefits, and potential mortality.

5. RFI #27 CLARIFICATION: How are the bidders to accurately price temporary power to the job trailer if we do not know the approximate location. There is a significant cost difference in temporary power between 200-2000 ft, and numerous roads and sidewalk which could require demo and replacement. Please provide an assumed distance for bidding purposes so all bidders are bidding apples to apples.

A: Plan for the worst-case scenario of 2000 feet and then make an adjustment when the final location is determined by credit.

6. RFI #29 CLARIFICATION: Can the results of the recordings/analysis be provided?

A: See attached appendix

7. RFI #30 CLARIFICATION: Our experience performing similar work on a different VA campus leads us to believe that 485 calendar days is not a feasible timeline for the proposed scope of work. Please consider revising the duration to 720 calendar days per the RFP section 3.C.

A: As stipulated in the specifications in the statement of work section page 16 of the pdf section C. Period of Performance – Contractor will have 730 days after NTP to complete.

8. RFI #32 CLARIFICATION: Our experience performing similar work on a different VA campus leads us to believe that 485 calendar days is not a feasible timeline for the proposed scope of work. Please consider revising the duration to 720 calendar days per the RFP section 3.C.

A: As stipulated in the specifications in the statement of work section page 16 of the pdf section C. Period of Performance – Contractor will have 730 days after NTP to complete.

9. RFI #35 CLARIFICATION: 85% capacity is the engineering design standard, but how are we to know if any of the existing systems are undersized now and we need to account for more flow? Can more information be provided regarding the peak flow rates of the sanitary system?

A: No, They are not available due to time constraints.

10. RFI #37 CLARIFICATION: Typically below 12’, SDR 35 is not sufficient and will start to deform and pulling a mandrel becomes a challenge. We would typically switch to SDR 26 at those depths. Please confirm the use of SDR 35 even at deep sections and road crossings?

A: Beyond 20 Feet: At depths greater than 20 feet, it is generally recommended to switch to a stiffer pipe, such as SDR 26, to prevent excessive deflection.

11. RFI #51 CLARIFICATION: Both are contract documents and therefore part of the contract, please confirm which quantity is correct, plans or RFP.

A: Yes, all quantities are correct as long as the alignments indicated in the contract documents are followed.

12. RFI #53 CLARIFICATION: According to our bidders, this is not the case. Can flow rates be provided?

A: See attached appendix.

13. Please confirm Buy American applies to all materials and equipment on this project.

A: YES

14. None of the plans appear to show erosion control. Please provide an environmental plan.

A: Given the project's dynamic nature and the requirement for the installation to remain in continuous motion—specifically, ongoing excavation, installation, and backfilling—the erosion control measures are contingent upon the chosen construction methods and procedures. Accordingly, compliance must be maintained with the specifications outlined on sheets C-510, C-511, C-513, C-515, C-516, C-517, and C-518.
