Scope of Work
Repair Roads and Drainage
Bay Pines National Cemetery
Project: 830-CM-3018
Project corrects existing deficiencies of the existing roadway and drainage systems at Bay Pines
National Cemetery (BPNC) extending the service life of facility infrastructure, systems and equipment as well as upgrading the function and appearance of the cemetery by eliminating areas of standing water in sections of roadway and burial areas. Project also upgrades existing cortege lane and committal shelter.
Roadway Flooding/Drainage: Large portions of the existing roadway has standing water after rain events. To provide better drainage, the new roadway section must be upgraded allowing water to drain appropriately. Additionally, the roundabout by the administration building will be reconstructed to correct the slope and provide a drainage swale to carry the stormwater to the existing ditch. Of note, special care will need to be taken to avoid damaging the existing trees lining the roadway. The geotechnical report provides a pavement design, as well as resurfacing requirements. More importantly, public access to the Cemetery WILL always need to be available. Visitors/guests visiting family member’s grave shall have 24/7 access and any on-going work may need to cease/stop during Memorial Services.
Three stormwater ponds that are designed to be “dry ponds” are not functioning properly and not in compliance with the existing permit (additional information in the drainage report). These ponds will need to be converted to wet ponds. While modifying the ponds will not assist in the flooding of the site, the lower pond elevation will help with saturated soils throughout the south portion of the site.
Committal Services Shelter (CSS): Although the existing Committal Services Shelter is structurally sound, the CSS does require some repair. Specifically, the existing shelter closet is substandard in both height and footprint and requires to be demolished and replaced . Also, the cap on the closet will be a precast concrete slab sloping away from the shelter interior.
To accommodate access, closet the site improvements will include pouring a concrete walk from the shelter closet around the northwest side of the shelter providing cemetery staff a path for casket removal and or taking the bier to/from storage.
The existing electrical is to be protected/salvaged during construction and reinstalled to original location once the shelter construction is completed.
Cortege Lane: Construction of a cortege lane extension provides dedicated direct access to the entrance segment from Hoover road. This segment will provide stacking for 9- 12 vehicles in three lanes. Access will be controlled by Tubular steel swinging gates which will be closed when services are not scheduled.
Period of Performance: Performance period shall be 90 days from the Construction Notice to
Proceed.
