Q01: Period of Performance: Is the PoP 90 or 365 days? The Beta.SAM page states a PoP of 365 days and the solicitation states 90 days- please provide guidance as to which PoP is correct.

A01: 90 Calendar Days

Q02: Bay Pines NC/VA Value Proposition: During the site visit it was mentioned numerous times that high profile/VIP visits and services are the priority for Bay Pines NC, and that Night/Weekend construction would be preferred/less disruptive. This project can be completed outside of normal working hours for under the estimated $5M, but at a higher cost than if it is conducted during normal working hours (due to lights, overtime/non-standard hours, asphalt plant additional fees…etc.). Please provide guidance as to how we should plan/prioritize and provide pricing estimates.

A02: Roadwork to be performed after hours and on weekends.

Q03: Will the VA/Gov Engineer inspect/approve?

A03: Yes

Q04: Is the contractor responsible for scheduling/coordinating inspections with city/local/municipal inspectors (in addition to VA/Gov Engineer inspections)?

A04: Yes, as required. The Bay Pines National Cemetery is on Federal land and is exempt from most city/local/municipal/state inspectors. Compliance with the South West Florida Water Management District (SWFWMD) is required.

Q05: For evolutions conducted at night or on weekends, will Gov/VA engineers be available for inspecting work - or do all inspections need to be conducted or scheduled for normal working days/hours?

A05: Normally yes, but can be arranged on an “as needed basis”.

Q06: C101/Note 12 Reference: What is the height restriction referenced (for equipment under protected trees)?

A06: It varies, but the Director will provide clarification as needed.

Q07: Due to the high-water table we expect to conduct significant dewatering for the drainage work (to include well points)- can we plan to pump into the dry/wet ponds?

A07: Yes, however, in the event that the dry/wet become unusable, it is the contractors responsibility to come up with an acceptable alternative at no additional cost to the government.

Q08: During the site visit a staging area was pointed out (close to the parking lot and alternate entry point to the NC). Would it be possible for the area surrounding the furthest pond (with the liner/silt needing to be dredged) to be utilized for staging as well?

A08: Yes, there is a gravel road that leads to the back of the cemetery. Mid-size trucks can usually access the area via that road. The Cemetery Director must provide approval in advance.

Q09: What is the proposed volume of sludge to be removed, and are we removing material to clean the pond, or to prepare it for lining?

A09: Approximately between 4ft – 4.5ft.

Q10: What is the character of the material in the pond (loose silt or muck/thick silt)?

A10: Thick firm silt

Q11: What area(s) can be used for staging and dewatering?

A11: Back by the retention pond visited during the Pre-Bid, Walk-thru.

Q12: Can we make a visit to survey pond and collect samples to aid/assist in providing a more accurate price estimate?

A12: Yes

Q13: For “pruning” actions on the Oak Trees- the RFP docs state that COR/CO can approve pruning when/where necessary. Please provide guidance as to what contractors will be expected to provide in order to receive approval (arborist input? Simple written request/justification?...etc.).

A13. Approval will be provided by the Cemetery Director.

Q14: Road improvement design calls for limestone to be used as the sub-base. There is an opinion/”train of thought” that crushed concrete is preferred in locations with high water tables as it is more “durable” (deteriorates less when exposed to water) and cheaper than limestone. Is limestone the only sub-base to be considered, or would crushed concrete be a viable option/alternative?

A14: Crushed concrete can be submitted as alternative provided that the source of the crushed concrete is a clean source, is tested and report from testing firm certifies that the crushed concrete base course will be equivalent in strength to a limestone aggregate base course and complies with the plans and specifications.

The drawings indicate several options. Offerors shall incorporate the overall cost of all options into the Base Bid. Do not include pricing for Deductive Alternates, Additive Alternates, or Options, they will not be evaluated.

The Bay Pines National Cemetery has a need to add the following items to the Scope of Work for the 36C78621B0009 Repair Roads and project.

This request is for brand name or equal items. The items listed below are known to meet the requirements to satisfy the needs of the Bay Pines National Cemetery in St. Petersburgh, Florida. Offerors must include the exact equipment listed below. OR, if offering “equal”, the contractor is responsible for submitting enough supporting information/documentation to illustrate its capability to meet or exceed the following Salient Characteristics. VA has the right to reject “Equal” submissions after evaluation.

The contractor shall remove and replace eleven (11) sets of Trash and Flower Vase Receptacles. Six (6) sets will require concrete pads. Locations will be identified by Cemetery Director prior to installation.
