B.3. PERFORMANCE WORK STATEMENT

1. TITLE: Integrated Pest management (IPM) Pest Control Services

2. LOCATION: Veterans Affairs Portland Health Care System (VAPORHCS)

3. BACKGROUND:

a. VAPORHCS requires for IPM Services that are a part of a comprehensive IPM program.

b. The purpose of an IPM program is to forestall or prevent infestation, and to control or eliminate existing infestation. IPM is a decision-making process that considers cultural, mechanical, biological and chemical controls. Control mechanisms are selected as each situation warrants. Where chemical control is indicated, specific pest populations are targeted for treatment when they are most vulnerable rather than a general pesticide application. IPM sanctions synthetic chemical pesticides only as a last resort and only with the least toxic chemicals available that perform the task. IPM depends on understanding a pest’s environmental requirements and natural enemies to facilitate less toxic pest control and requires ongoing monitoring for pests to ensure that small infestations do not become large ones. IPM seeks to minimize pest concerns while minimizing human health, environmental, and financial risks. The Contractor shall follow all Federal, State, and Local pest control operator requirements, which include state licensing requirements. All pest management activities will be in alignment with VHA Directive 1850.02.

4. SCOPE:

a. The Contractor shall provide all management, laboratory testing, tools, supplies, equipment, transportation, and labor to develop and implement an IPM plan for the building interiors and their perimeter grounds of the Portland VA Medical Center, Vancouver VA facility and associated Community-based Outpatient Clinic (CBOC’s). The combined sites consist of approximately 2.5 million square feet of interior and exterior facilities.

b. IPM is a process for achieving long term, environmentally sound pest suppression using a wide variety of technological and management practices.

IPM is a multifaceted approach to preventing and solving pest problems by integrating education, inspection, identification, sanitation, exclusion, communication, biological and mechanical means of control, and where appropriate, specific, approved pesticide application. The contractor shall be responsible for the removal and disposal of all dead pests in or on the facility buildings and grounds of the type that are covered under this contract. IPM services shall be performed in a manner that will ensure the health and general well-being of all patients, family members, visitors and VA facility staff.

c. The primary objective of the IPM program is to achieve long term, environmentally sound pest control methods using a wide variety of technological and management practices. These practices include inspection, surveillance, identification, exclusion, trapping, communication, sanitation, biological and mechanical means of control, and where appropriate, application of pesticides as well as recommendations for structural and procedural modifications intended to eliminate the food, water and shelter available to pests. All infestations shall be addressed until complete elimination of pests.

d. The IPM Contractor shall use safe, effective, environmentally sound methods including biological, genetic, cultural control, mechanical/physical control, and where necessary, the safe and judicious use of least hazardous pesticides.

Contractor provided IPM services will be utilized as stated within this PWS.

ii. Reading and understanding the label and labeling information including:

the common name of pesticides applied, pest(s) to be controlled, timing and methods of application, safety precautions, and any specific disposal procedures.

iii. Appling pesticides in accordance with label instructions and warnings.

Include preparation of the proper concentration of pesticide to be used under particular circumstances and take into account such factors as the area to be covered and the quantity dispersed in a given period of application. Recognizing local environmental situations that must be considered during application to avoid contamination of special facilities, especially particular areas in medical research facilities (chemical laboratories, animal research units, etc.).

iv. Recognizing common poisoning symptoms and procedures to follow in case of a pesticide accident.

b. The categories (reference is made to the listing of categories described in the implementing regulations, 40 CFR, Part 171.3, to Pub. L. 92-516) in which IPM certification is required are:

i. Industrial, Institutional, Structural, Health Related Pest Control.

c. Contractor must demonstrate a practical knowledge of a wide variety of pests, including their life cycles, types of formulations appropriate for their control, and methods of application that avoid contamination of food, damage and contamination of habitat, and exposure of people and pets.

d. Since human exposure including babies, children, pregnant women, and elderly people is frequently a potential problem, applicators must demonstrate practical knowledge of the specific factors, which may lead to a hazardous condition, including continuous exposure in the various situations, encountered in this category. Because health related pest control may involve outdoor applications, applicators must also demonstrate practical knowledge of environmental conditions, particularly related to this activity.

16. PUBLIC HEALTH PEST CONTROL

a. Contractors shall demonstrate practical knowledge of vector-borne disease transmission as it relates to and influences application programs. A wide variety of pests are involved, and it is essential that they be known and recognized, and appropriate life cycles and habitats be understood as a basis for control strategy.

These applicators must have practical knowledge of a wide variety of environments ranging from commercial/healthcare waste streams to those conditions found in healthcare buildings. They need to have practical knowledge of the importance an employment of such non-chemical control methods as sanitation, waste disposal, and drainage.

b. Certification in other categories is necessary as individual facility conditions dictate. PCOs must be certified as required.

c. NOTE: PCOs, staff or commercial, are not to work outside of their individual license requirement.

d. Continuing education activities are required to maintain license. Training is available from a variety of sources, such as: military installations, local and state health departments, Consumer Protection and Environmental Health Services, correspondence courses, pesticide manufacturers, etc.

e. NOTE: Continuing education activities must meet Federal, state and local requirements related to same.

17. SAFETY

a. Pest management in healthcare facilities is more complex than control practices in other types of institutions. The potentially serious adverse effect of pesticide exposure on patients in various stages of debilitation and convalescence, and in varied physical and attitudinal environments, requires that a cautious, conservative policy be adopted concerning all uses of pesticides. The use of any pesticide poses a potentially significant threat to human health. Therefore, the benefits of using pesticides must be examined considering the potential environmental hazards and adverse impacts on human health. Safety considerations must be paramount. It is important to understand that control of pests through alternative methods (environmental sanitation, trapping, exclusion, etc.) is the first choice. Only after these methods have failed should pesticide application be considered. Chemical control must supplement, not replace, other control measures. Safety equipment and application procedures must be major considerations when a chemical pesticide is utilized. All rodenticides or traps shall be placed only at times and in the areas approved by the COR, or his/her designee. Rodenticides, and/or traps shall be replaced as necessary, and per manufacturer recommendations. No pest control material or trap shall be placed in a location where it could potentially be recovered by patients, nor shall such material be allowed to contact food or cooking utensils.

18. QUALITY ASSURANCE SURVEILLANCE PLAN (QASP)

a. Performance under the contract will be monitored and evaluated by the designated COR or Government POC. Performance objectives may be modified during program operation, upon written agreement of the parties.

b. Surveillance Methods:

i. Periodic Surveillances: This method requires the COR or designee to employ a “spot check" style of evaluation based on the contactor’s schedule. Periodic surveillances will be conducted on a scheduled basis (daily, weekly, monthly, quarterly, semi-annual, or annually) and may be adjusted, based on quality trends.

ii. Customer Complaints: The COR will receive and investigate complaints from VA personnel. The COR shall be responsible for initially validating customer complaints. The CO shall make final determination of the validity of customer complaints in the cases of disagreement with the COR and the Contractor. Validated customer complaints shall be re-performed.

c. Any unsatisfactory inspection (defect) result will be documented, and the Contractor shall re- perform the service after notification by the COR.

d. Failing to meet the performance thresholds as outlined in the Performance Monitoring Summary shall result in Contract Discrepancy Report (CDR), warning.

19. QUALITY CONTROL

The file shall be maintained throughout the term of the contract and made available to the COR and/or POC upon request. Management of Contractor personnel to include a description of the hiring and retention of employees, a description of the supervising of employees, as well as a plan to deal with staff callouts and employee shortages.

iv. Inspector(s). The Contractor shall state the names responsible for performing the quality control inspections.

v. Communication plan with COR.

b. The finalized QCP shall be submitted 15 business days of award for Government review/approval. The Contracting Officer may notify the Contractor of required modifications to the plan during the period of performance. The Contractor then shall coordinate suggested modifications and obtain acceptance of the plan by the Contracting Officer. Any modifications to the program during the period of performance shall be provided to the Contracting Officer to review no later than 15 business days prior to effective date of the change. The QCP shall be subject to the Government’s review and approval. The Government may find the QCP “unacceptable” whenever the Contractor’s procedures do not accomplish quality control objective(s). The Contractor shall revise the QCP within 15 business days from receipt of notice that QCP is found “unacceptable.”
