About this file

This document is an Amendment to a Request for Quote (RFQ) for Pest Control Management Services for the Portland Veterans Affairs Healthcare System. The solicitation (RFQ #36C26026Q0012) covers pest control services for multiple VA facilities in Portland and Vancouver, including medical centers, clinics, and community-based outpatient clinics (CBOCs). The current contract is held by Time on Target LLC, with a total annual award amount of $59,241.60. The anticipated award date is November 2025, with a contract start date of January 1, 2026, and the requirement is set aside for small businesses with no specific preference for service-disabled veteran-owned small businesses (SDVOSB).

The amendment updates various Federal Acquisition Regulation (FAR) clauses and provisions, incorporates changes to the Performance Work Statement, and provides detailed information about past pest control service requests. Key service details include approximately 42 buildings across multiple locations, with specific data on emergency service requests for pests such as ants, bed bugs, wasps, birds, and urban wildlife. Notably, bed bug removal services are not included in the base scope for Portland and Vancouver campuses and will require a separate modification if needed. The contractor will be responsible for providing pest control services, including routine inspections, emergency responses, and compliance with safety standards, with specific requirements for accessing sensitive areas like ICU, operating rooms, and pharmacies.
