About this file

This document is a Request for Proposal (RFP) for a design-build construction project at the West Haven VA Medical Center in Connecticut. The solicitation (36C77625R0060) is a competitive two-phase design-build project set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), with a total project budget of approximately $4.5 million. The project involves removing, renovating, and upgrading approximately 1,200 square feet of the Interventional Radiology Suite, with work to be completed within 540 calendar days after contract award.

The RFP requires offerors to submit proposals in two phases, with a maximum of five offerors selected to proceed to Phase II. Phase I focuses on evaluating the contractor's technical approach, specialized experience, and past performance, while Phase II will assess the technical solution, management approach, and pricing. Key requirements include designing and constructing the renovation while maintaining hospital operations, handling utility shutdowns and relocations, and implementing robust safety and quality control measures. The solicitation emphasizes the importance of understanding the complexities of working in an operational hospital setting and requires detailed documentation of the contractor's capabilities and proposed approach.

Phase I Proposal Factors:

Factor 1: Technical Approach

Factor 2: Specialized Experience

Factor 3: Past Performance

Factor 1, Technical Approach:

Submission Criteria: Provide a brief narrative (page limitation: ten (10) pages) on the offeror’s proposed technical approach for this design-build project as defined in the solicitation submittal requirements. The assessment of the offeror’s method to manage the project shall be used as a means of evaluating the offeror’s ability to successfully meet the requirements of the solicitation.

If the page limits are exceeded, the pages exceeding the limit will not be read or considered.

The following shall be included in the narrative:

Design Approach: Describe the techniques and methods.

Construction Approach: Describe the techniques and methods for this construction project to include coordination with the design package, projected timelines and phases and coordination of work.

Factor 2, Specialized Experience:

Projects must demonstrate an offeror’s experience as a prime contractor managing multiple subcontractors to include A-E firms if applicable. If the contractor does not possess

Design-Build (D-B) experience, provide a minimum of (1) and a maximum of two (2) projects completed by the A-E firm similar in size, complexity, and scope to this project in addition to the one (1) to three (3) projects submitted for the prime contractor.

For purposes of this evaluation, a relevant project is further defined as “Design-Build” projects completed for constructing similar Radiology suite and/or structures that includes some or all of the following elements: experiences in large scale demolition and removing radioactive equipment; experiences in setting steel and/or precast structures of similar size and complexity;

knowledge with support the install of high-tech and high-cost equipment, projects that demonstrate the ability to work in a hospital facility while taking proper safety and infection control precautions based on their surroundings.” Projects that contain all or most of the elements identified may be rated higher. If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by each individual entity, in addition to any work performed by the Joint Venture itself.

For each project identified, include the following information at a minimum:

Project Title

Project Location (Physical Address)

Contract Type (Example: Design-Build, Design-Bid-Build).

Project owner name and telephone number of the owner’s contact person.

2.10 SYSTEM FOR AWARD MANAGEMENT (SAM):

Federal Acquisition Regulations require that federal contractors register in the System for Award Management (SAM) database at http://www.sam.gov and enter all mandatory information into the system. Offerors are required to be registered in SAM at the time an offer is submitted in order to comply with the annual representations and certifications requirements. The Offeror shall be registered at time of Phase I submission, Phase II submission, and award. An Offeror is required to be registered in SAM when submitting and offer or quotation, and shall continue to be registered until time of award, during performance, and through final payment of any contract, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.

2.11 REVIEW REQUIRED REGISTRATION WITH CONTRACTOR

PERFORMANCE ASSESSMENT SYSTEM (CPARS):

As prescribed in Federal Acquisition Regulation (FAR) Part 42.1502(e), the Department of Veterans Affairs (VA) evaluates contractor past performance on all construction contracts that exceed $700,000, and shares those evaluations with other Federal Government contract specialists and procurement officials. The FAR requires that the contractor be provided an opportunity to comment on past performance evaluations prior to each report closing. To fulfill this requirement VA uses an online database, CPARS, which is maintained by the Naval Seal Logistics Center in Portsmouth, Virginia. CPARS has connectivity with the Past Performance Information Retrieval System (PPIRS) database, which is available to all Federal agencies.

PPIRS is the system used to collect and retrieve performance assessment reports used in source selection determinations and completed CPARS report cards transferred to PPIRS.

CPARS also includes access to the federal awardee performance and integrity information system (FAPIIS). FAPIIS is a web-enabled application accessed via CPARS for contractor responsibility determination information.

Each contractor whose contract award is estimated to exceed $700,000 is required to register with CPARS database at the following web address: http://www.cpars.gov/. Help in registering can be obtained by contacting Customer Support Desk @ DSN: 684-1690 or COMM: 207- 438-http://www.dol.gov/vets/vets4212.htm http://www.sam.gov/

1690. Registration should occur no later than thirty days after contract award, and must be kept current should there be any change to the contractor’s registered representative.

For contracts with a period of one year or less, the contracting officer will perform a single evaluation when the contract is complete. For contracts exceeding one year, the contracting officer will evaluate the contractor’s performance annually. Interim reports will be filed each year until the last year of the contract, when the final report will be completed. The report shall be assigned in CPARS to the contractor’s designated representative for comment. The contractor representative will have thirty days to submit any comments and re-assign the report to the VA contracting officer.

Failure to have a current registration in the CPARS database, or to re-assign the report to the VA contracting officer within those thirty days, will result in the Government’s evaluation being placed on file in the database with a statement that the contractor failed to respond.

2.12 BACKGROUND INVESTIGATIONS AND SPECIAL AGREEMENT CHECKS:

All contractor employees are subject to the same level of investigation as VA employees who have access to VA Sensitive Information. The level of background investigation commensurate with the level of access needed to perform the statement of work is: Low Risk. This requirement is applicable to all subcontractor personnel requiring the same access. As per VA Directive 0710, costs of background investigations will be borne by the contractor. Please be advised that the awardee will need to coordinate with the VA Medical Center concerning badging requirements.

2.13 REFERENCES TO VA ENGINEER, RESIDENT ENGINEER OR PROJECT MANAGER:

Any reference contained within the solicitation/contract specifications and/or drawings to the “VA Engineer,” “Resident Engineer,” or “Project Manager” or their abbreviations shall be replaced with “Contracting Officer’s Representative (COR).”
