About this file

This document is a Questions and Answers (Q&A) file for a Department of Veterans Affairs Design-Build (D-B) project at the West Haven, Connecticut campus involving an Interventional Radiology Suite Renovation. The document contains 20 detailed questions and corresponding responses from the VA, addressing critical aspects of proposal submission including past performance requirements, project experience, design submission guidelines, and licensing expectations.

Key details include requirements for project submissions: projects must be completed within the last five years, have a minimum value of $3 million, and demonstrate prime contractor experience managing multiple subcontractors. The VA will consider past performance from team members and subcontractors, with preference for projects similar in size, complexity, and scope to the current project. Design-specific requirements mandate using current AutoCAD and REVIT files with VA standard BIM Guidelines, and following a 35/65/95 design review milestone schedule. The A/E disciplines and Designer of Record must hold active licenses in Connecticut, and no proprietary or brand-name products will be required in the contract.

# Question VA Response 1 Is it acceptable to submit previously completed PPQs from past projects, or do new PPQs need to be submitted?

PPQs must comply with what is specified in the submission requirements for Factor 3, Past Performance.

2 Do projects presented for Factor 2 –Specialized Experience and Factor 3 – Past Performance need to be complete, or can they be ongoing and substantially complete (at least 50%)?

Refer to the evaluation factor descriptions in the solicitatation. The projects must have been completed within the last five years.

3 If ongoing contracts may be considered, are there specific parameters or documentation requirements (e.g., percent complete, interim evaluations, summary of completed work orders) that must be provided to demonstrate relevance and performance success?

See response to Question #2 above.

4 Can you please confirm that the Government will consider past performance examples from proposed subcontractors or team members, including those under an SBA-approved Mentor-Protégé Agreement, provided the projects meet the stated relevance criteria (e.g., scope, complexity, dollar value)?

Past performance for team members' may be considered, but please note the requirement in Factor 2 for prime contractor experience managing multiple subcontractors. You must, at minimum, provide information addressing that requirement.

5 For the subcontractor or Mentor-Protégé past performance, is a Subcontractor Consent Form or Letter of Commitment required at the time of proposal submission? If so, is there a specific format or template the Government prefers?

To submit an offer as a Mentor-Protégé or joint venture, the relationship must be formally established at proposal submission. No specific format or template is required, but documentation must clearly show a formal relationship.

6 For projects performed by subcontractors or Mentor-Protégé entities, are there any specific labeling or formatting expectations (e.g., identification of prime vs. sub role, duration of involvement, or dollar share) the Government requires within the Experience or Past Performance sections?

Reference the evaluation criteria in the solicitation for requirements. For each project identified, provide at least the minimum information required. You can include more information than required if you think it would be helpful to the review of your proposal.

7 Will the Government consider and evaluate past performance examples that meet the dollar threshold (≥ $3M) but were not performed in an active healthcare environment?

Yes. However, additional consideration may be given to projects done in an active healthcare environment.

8 Conversely, will the Government consider and evaluate past performance examples performed in an active healthcare environment, but under the $3M threshold?

No, per Factor 2, "Projects shall have a minimum value of $3 million and be 100% completed for designs completed by the A-E firm in support of D-B or project."

9 Would projects conducted in hospital support facilities such as dietary, laundry, or logistics buildings be considered as taking place in an “active healthcare environment” for evaluation purposes?

Yes

10 We respectfully request clarification regarding a potential discrepancy between the solicitation instructions and the Past Performance Questionnaire (PPQ) form.

The solicitation states, “The Offeror shall notify their client that the PPQ shall be submitted via email to the Government’s point of contact Zachary.Penhollow@va.gov and Joelle.Mascarenas@va.gov.,” while the PPQ form indicates “PPQs should be provided back to the requestor to incorporate into their proposal, all PPQs should be included in the proposal submission by the offeror and it will count towards the page limitation listed . . .” The instructions to the client also ask them to send the PPQ back to the requester to incorporate into the proposal.

Please reference Amendment 0001 with revised language regarding submission of PPQs. PPQs should be provided back to the requestor to incorporate into their proposal and included in the proposal submission by the offeror.

11 For this Design-Build procurement, could the Government please clarify whether the Designer of Record (DOR) is required to hold an active license in Connecticut at the time of proposal submission?

Alternatively, would the Government accept a DOR who is licensed in another U.S. jurisdiction, provided they obtain in-state licensure prior to construction documents or project execution?

The A/Es and/or DOR should hold an active license in Connecticut at the time of proposal submission so as not to cause delays in the event that there are problems obtaining licensure. Also reference FAR 52.236-25 REQUIREMENTS FOR REGISTRATION OF DESIGNERS (JUNE 2003) in the solicitation.

12 Are other A/E disciplines (e.g., MEP, structural) required to be licensed in the state of performance (Connecticut)?

Yes

13 Can you please clarify what level of design detail is required for this Phase I proposal evaluation (e.g., concept narrative, schematic design, preliminary drawings)?

No design is required for Phase I proposal evaluation. Reference solicitation for Phase I instructions.

14 Will the Government require a formal 35% / 65% / 95% review schedule post-award, or will alternative design milestone reviews be accepted?

On Page 9 of the SOW, it listed 35/65/95 review and milestone (# of days after NTP), and final 100% submission. This will be enforced.

15 Are there specific formatting, CAD standards, or VA-specific templates required for design submittals post-award?

The D-B Contractor shall deliver developed drawiongs on current year AutoCAD and REVIT file using the VA standard BIM Guidelines

16 Will the Government provide existing as-built drawings, geotechnical reports, or other site-specific documents to support the design process? If so, when will these be made available?

Yes, requests for relevant drawings can be made after NTP. Geotechnical reports, if available, will also be provided.

17 Does the Government intend to allow equivalent alternatives to any listed proprietary products or brand-name systems during the design process, subject to approval?

No proprietary or brand name products will be listed or required in the contract.

18 Can the Government confirm whether a designated VA reviewer or third-party reviewer will participate in design review conferences?

The VA COR will be chairing an Integrated Project Team (IPT) in the Design Review Process.

19 Should a preliminary ICRA plan and construction phasing strategy be included at the proposal stage, or are these to be developed post-award during design development?

During design development.

20 Based on this language and the Government’s response to RFI #4 (Attachment 1 to Amendment 0001), which emphasizes that:

“Past performance for team members may be considered, but please note the requirement in Factor 2 for prime contractor experience managing multiple subcontractors…” we interpret that the Government will accept non–Design-Build projects from the Prime (Offeror) for Factor 2, as long as they:

•Are similar in size, complexity, and scope
•Were completed within the past 5 years
•Demonstrate management of multiple subcontractors (including A-E

firms if applicable)

Further, in cases where the Prime does not have Design-Build experience, the solicitation appears to permit supplementing the submission with 1–2 completed Design-Build projects from the proposed A-E firm.

Could you kindly confirm:

• That the Offeror may submit non–Design-Build projects for the Prime's submission under Factor 2, as long as all other criteria are met (including project relevancy and subcontractor management)?

• That in such cases, the Offeror must also include 1–2 relevant Design- Build projects from the A-E team member to satisfy the solicitation's intent?

The requirement stated in Factor 2 is for the offeror to demonstrate their experience as a prime contractor managing multiple subcontractors. This is not specific to design-build or non-design-build projects, although it would be better if it was for design-build projects since ours is a design-build project. Additionally, the more similar in size, complexity, and scope the project you provide are to ours, the better. The projects must have been COMPLETED within the past 5 years.

The intent of Factor 2 is to assess the offeror and team’s ability to successfully perform our project. As such, projects that are closest in size, complexity, and scope that were design-build, completed within the past 5 years, and demonstrate the offeror’s experience as a prime contractor managing multiple subcontractors to include A-E firms would be the most desirable. Any variation or lack of experience in any of these aspects may be considered a weakness and may be evaluated as less desirable. Please review and adhere to the language in the evaluation factor.
