About this file
This document is a technical specification for asbestos floor tile and mastic abatement at the Sam Rayburn Memorial Veterans Center in Bonham, Texas. The project involves removing approximately 2,600 square feet of asbestos-containing flooring materials, with comprehensive requirements for safe removal, disposal, and environmental protection. The abatement work must comply with strict federal, state, and local regulations, including OSHA, EPA, and DOT standards, and requires detailed procedural documentation such as an Asbestos Hazard Abatement Plan, respiratory protection program, medical examinations for workers, and specialized decontamination facilities.
The specification outlines extensive requirements for worker safety, including mandatory personal protective equipment, respirator use, medical surveillance, and training. The contractor must establish a regulated work area with multiple decontamination zones, implement strict entry and exit protocols, and use specialized equipment like HEPA vacuums, negative air machines, and water filtration systems. Final clearance requires air monitoring and testing to ensure asbestos fiber levels are below specified thresholds, with the work to be performed by a licensed and experienced asbestos abatement contractor who can demonstrate comprehensive safety and technical competence in handling hazardous materials.
