About this file

This is a Combined Synopsis-Solicitation for commercial wastewater discharge sampling services issued as a Request for Quotations (RFQ) under solicitation number 36C24126Q0331. The Department of Veterans Affairs Network Contracting Officer 01 seeks wastewater permit sampling services for the VA Boston Healthcare System (VABHS) across three facilities: Jamaica Plain, West Roxbury, and Brockton. The contract is structured as a Firm-Fixed Price agreement with a base year (06/01/2026–05/31/2027) and four option years extending through 05/31/2031. The Massachusetts Water Resource Authority (MWRA) oversees discharge permits for Jamaica Plain and West Roxbury facilities, while Brockton operates under City of Brockton permits. Services required include semi-annual composite and grab wastewater sampling at multiple discharge locations per facility permit specifications, retesting services as needed, and compliance testing in response to Notices of Violation. All sampling must be conducted by MWRA-approved technicians and submitted through the Pretreatment Information Management System Web Self-Monitoring Report for Jamaica Plain and West Roxbury, with analytical reports provided electronically to VABHS.

This procurement is 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB), with NAICS code 541380 (Testing Laboratories and Services) and a small business size standard of $19 million. Quotations must be submitted no later than 05/13/2026 at 3:00 PM EST to Jessica Martin at Jessica.Martin11@va.gov, with questions due by 05/05/2026 at 4:00 PM EST. Quoters must be registered in SAM.gov and certified in the SBA DSBS Database at both submission and award. Evaluation criteria include technical/quality capability, past performance (three references required), veterans involvement status, and price. All contractor employees performing work must comply with VABHS safety policies and OSHA regulations, and work is restricted to 8:00 AM–4:30 PM Monday through Friday with federal holidays observed. Federal holiday and notice requirements apply per standard government schedules.
