About this file

This is a federal contracting provision template establishing certification requirements for the Buy American Act compliance.

Offerors must certify that each end product is domestic unless specifically listed as foreign. For domestic products, offerors must identify any that contain critical components. For foreign end products manufactured in the United States that do not consist wholly or predominantly of iron or steel, offerors must indicate whether they exceed 55 percent domestic content, with the exception of commercially available off-the-shelf (COTS) items; if domestic content percentage is unknown, the offeror must select "no." Offerors are required to complete a table listing all line items with their corresponding country of origin and domestic content status. Domestic end products containing critical components must be separately identified by line-item number. The contracting officer emphasizes that all vendors must complete line-item numbers and country of origin for all domestic and foreign end products. Government evaluation of offers will follow the policies and procedures outlined in part 25 of the Federal Acquisition Regulation.
