About this file
This is a federal contracting provision certificate form (52.225-4) that implements Buy American, Free Trade Agreements, and Israeli Trade Act requirements for government solicitations. The provision requires offerors to certify the country of origin and domestic content status of all end products being offered.
Offerors must certify that each end product is either a domestic end product, a Free Trade Agreement country end product, an Israeli end product, or a foreign end product. For domestic end products, offerors must identify which items contain critical components as defined in FAR 25.105. The provision requires offerors to list Free Trade Agreement country end products and Israeli end products separately by line item number and country of origin. For other foreign end products not consisting wholly or predominantly of iron or steel, offerors must indicate whether the product exceeds 55 percent domestic content (or mark "no" if the percentage is unknown), except for commercially available off-the-shelf items. Government evaluation of offers will follow the policies and procedures outlined in FAR Part 25 regarding domestic preferences and trade agreement compliance.
