About this file
This is a Service Contract Act (SCA) Wage Determination Memo from the Department of Veterans Affairs outlining prevailing wage requirements for a multi-location service contract. The contractor is required to provide services across Hawaii, the continental United States, and U.S.-Affiliated Pacific Islands for the "Boots on the Ground Services for Community Program Support" solicitation (36C26126Q1229), which supports the Community Program for Integrated Veterans Health (CPIVH) under VA's Veterans Health Administration, Veterans Integrated Service Network 21.
Since specific service locations cannot be identified prior to contract award, the appropriate Department of Labor SCA wage determinations will be incorporated into the contract at the time of award and amended as needed for additional locations where services are actually performed during the contract period. The memo emphasizes that contractors must compensate all employees in accordance with prevailing wage rates established for their respective performance locations, with the Contracting Officer responsible for identifying, obtaining, and incorporating applicable SCA wage determinations into contract documents following award. The memo was prepared by Contract Specialist Lydia Anderson on July 15, 2026.
