About this file
This is a Statement of Work (SOW) for the procurement of an X-ray irradiator system for the VA Maryland Health Care System (VAMHCS) Research and Development Service. The primary objective is to establish a colony of approximately 400 humanized mice by acquiring a Rad Source Technology RS 2000-Q2 X-ray Irradiator or equivalent brand, which will be used to irradiate immunodeficient newborn mice to deplete their immune systems before injection with human CD34+ hematopoietic stem cells. The resulting humanized mice will enable preclinical biomedical research on diseases disproportionately affecting Veterans, including chronic viral infections, cancer, neuroinflammation, age-associated immune dysfunction, Gulf War Illness, and PTSD.
The irradiator must meet specific technical requirements including a dose uniformity ratio of 95% or greater, a 1,000-4,000 W generator with energy delivery output of at least 225 kV, self-shielded design requiring no specialized room shielding, compliance with Federal Regulation 21 CFR 1020.40, and electrical requirements of 208-240 V single phase, 30-50 A, 50-60 Hz. The equipment dimensions are approximately 43-56" W x 75-76" H x 31-36" D with an internal chamber of 17.5-25" W x 15.5-42" H x 16.75-27" D, and weight of approximately 2,750-3,300 lbs. The contract includes delivery, installation, operational training, and a one-year warranty or 3,200-hour service agreement. Delivery and installation must be completed within 60 days of contract award at the VA Maryland Health Care System Veterinary Medical Unit, 10 N. Green Street, Room BB-120, Baltimore, MD 21201. The contract type is firm-fixed price, and evaluation factors include OEM authorization or distributor letters (mandatory), delivery lead times, destination pricing per FAR 52.247-34 (F.O.B.), completed Trade Agreements Certificates, vendor registration in IFCAP, and price. Invoicing is monthly in arrears through VA's Electronic Invoice Presentment and Payment System (IPPS) using Tungsten Network. The Contracting Officer's Representative is Tim Foley, Research & Development Service (BT/151), at VAMHCS, telephone 410-605-7000 x53421, email timothy.foley2@va.gov.

2. CONTRACT TITLE: Irradiator for Humanized Mice Core
3. BACKGROUND:
The VA Maryland Health Care System (VAMHCS) Research and Development (R&D) Service has received FY26 Lab Animal Major equipment (LAM) funding to establish a colony of ~400 mice with humanized immune systems. This will allow VAMHCS scientists to create more relevant animal models for preclinical biomedical research. Humanized mice enable the study of human immune mechanisms that underlie diseases disproportionately affect Veterans, including chronic viral infections (e.g, HIV), cancer, neuroinflammation, age-associated immune dysfunction, Gulf War Illness (GWI) and PTSD. Thus, humanized mice are crucial for bridging the gap between animal research and human clinical application, allowing for more accurate, "personalized" testing of treatments for Veteran-specific health challenges.
4. SCOPE: To create humanized mice, immunodeficient newborn pups will be exposed to x-ray radiation to irradicate their immune systems. Human CD34+ Hematopoietic Stem Cells (HSCs), isolated from human cord blood, will then be injected into mice and this will develop into immune systems which will have 30- 70% human characteristics. Treatments will then be trialed to better understand the molecular scientific mechanisms of how the disease interacts with the treatment.
