STATEMENT OF WORK

NEW IRRIGATION WELL

HOUSTON NATIONAL CEMETERY

10410 Veterans Memorial Dr., Houston, TX 77038

A. The Contractor: Shall furnish all Design-Build services, labor, material, tools, equipment, and supervision necessary to construct a new irrigation water well, install existing salvaged pump and motor equipment, install new filter and pressure maintenance equipment, and connect to the existing irrigation system main lines at Houston National Cemetery in accordance with drawings, specifications, and per applicable standards and requirements.

1. Provide all professional service to prepare the design development and construction documents to install a new irrigation water well, line-shaft driven vertical turbine pump

(VTP), variable-frequency drive (VFD) compatible well pump motor, VFD pump controls, piping, valves, fittings, meters, and all necessary components to complete the installation of the well and connect it to the existing irrigation system. The Design-Build

Contractor shall completely prepare site for construction operations, furnish labor and materials and perform work to install the new irrigation well and connect the well to the existing irrigation system. Work also includes but is not limited to: 50% concept review, 100% design review, surveying, demolition, and removal of existing irrigation system piping/components, alterations, earth work, grading, landscape, utilities, electrical, mechanical, and irrigation system controls.

B. Former System Description and Background:

1. Houston National Cemetery has two existing water wells used solely for turf irrigation.

Wells #1 and 2 are permitted through the Harris-Galveston Subsidence District (HGSD) under permit number 190175. The Water Well Permit states that the wells are authorized to withdraw a combined volume of up to 120 million gallons (MG) annually. The current cemetery currently uses a total seasonal irrigation volume of about 61.5 MG and a

854,000 gallons per day during peak season.

2. The original 24-inch irrigation well (State of Texas well number 65-05-508, HGSD well number 4284) was drilled in about 1964 to a depth of approximately 702 feet, with 14-inch well casing with alternating screened and blank sections. See Attachment #3 for the original well log (obtained from the Texas Water Development Board, TWDB).

3. At some point before 1996 the well was deepened to a total depth of 1,300 (based on

HGSD records). An 8-inch liner was installed from 562 feet to well depth. At that time the pump was tested at 975 gpm with a draw-down water level at approximately 61 feet and specific capacity of approximately 16 gpm/ft. The well had a designed standard operating capacity of 850 gallons per minute (gpm) at 710 feet of total dynamic head

(TDH). The original pump setting depth was 480 feet. See Attachment #4 for the pumping draw-down/specific capacity test, well schematic, and screened liner diagram.

4. The vertical turbine shaft-line pump was replaced in 2019 and immediately removed after pumping sand upon initial start-up. A video survey of the well was completed after this incident, which determined that the well casing was starting to irrevocably deteriorate with holes in the blank sections; very large holes at 870 and 880 feet, respectively; and probable significant damage below 911 feet because of observed fill up to that point.

5. Electrical service to the pump is 3-phase 120/240V overhead power provided by

CenterPoint Electric. The electrical distribution panel is located in a CMU control building along with the pump variable frequency drive (VFD) and irrigation communication equipment (to be utilized for this project).

6. A project was initiated in 2020 to reline the 8-inch liner and replace the vertical turbine pump and motor with a smaller submersible pump with about half of the flow capacity to fill the storm water retention pond (water sources for East cemetery). The existing pump and motor will be salvaged and incorporated into this project.

C. The Work: Shall include but shall not be limited to the following (not necessarily in the order indicated):
