About this file
This is a comprehensive project manual and technical specification document for a construction contract to replace condensate lines and pumps at the Oscar G. Johnson VA Medical Center in Iron Mountain, Michigan (VA Project No. 585-21-113). The project scope includes demolition of existing condensate piping systems and installation of new HVAC, steam, and condensate heating systems across multiple floors and mechanical spaces, with particular emphasis on proper insulation, condensate pump installation, and direct-digital control (DDC) system integration.
The specifications establish detailed requirements across multiple divisions: Division 01 covers general requirements including safety protocols, construction security, waste management, and asbestos abatement procedures using glovebag methods; Division 02 addresses existing conditions and asbestos removal; Division 07 specifies firestopping materials; Division 09 details painting requirements; and Division 23 comprehensively covers HVAC work including steam and condensate piping (Section 23 22 13), condensate pumps (Section 23 22 23), insulation (Section 23 07 11), vibration control (Section 23 05 41), direct-digital controls (Section 23 09 23), and control sequences (Section 23 09 93). Key products and materials specified include carbon steel piping (ASTM A53/A106), cast steel valves rated for saturated steam conditions, steam traps, pressure reducing valves, centrifugal condensate pumps with mechanical seals, and HVAC insulation with calcium silicate and mineral fiber products. The project requires critical phasing to maintain 24/7 facility operations with utility shutdowns limited to 3 hours maximum and coordinated with facility management. Contractors must establish comprehensive safety programs, infection control protocols, and provide training and commissioning services; the contract includes extended warranty requirements and as-built documentation delivery requirements within specified timeframes following final inspection.
