About this file

This is a Performance of Work Statement (PWS) for a Design-Build project at Grand Island VA Medical Center in Grand Island, Nebraska, with Project Number 636-26-504. The scope addresses safety and access deficiencies across the facility's grounds and buildings.

The Design-Build Team must design, provide, install, and commission multiple infrastructure improvements including: reconstruction of the terraced main entrance at Building 1 (including steps, ramps, ADA-compliant handrails, curbs, and concrete replacement); installation of two 30,000-pound capacity dock levelers at the east loading dock with dock extension; removal and reconstruction of stairs, accessible ramps, and ADA-compliant handrails and doors at Building 6's east entrance; similar work at Buildings 8 and 9 entrances; and approximately 20 separate concrete repair and sidewalk projects throughout the facility, including joint grinding to comply with VA Barrier Free Design Guidelines. The successful offeror must be an integrated team including licensed Architects, Engineers (Architectural, Civil, Structural, Mechanical, Electrical, and Environmental), a general contractor, and specialty contractors.

The design phase is 60 calendar days from Notice of Award with a total contract period of 198 calendar days. Deliverables include Schematic Design (SD-1) submissions at 35% design completion within 21 days, Design Development (DD-1) submissions at 65% completion within 35 days (allowing construction Notice to Proceed), and final construction documents. The Design Team must provide four site observation visits during construction, participate in weekly progress meetings, respond to Requests for Information within 2-14 days depending on criticality, and deliver as-built record drawings in AutoCAD and PDF formats within 30 days of construction completion. All designs must comply with VA Design Guides, Specifications, and current VA technical documents, with deviations requiring Office of Healthcare Engineering approval. The Design Team bears responsibility for incorporating VA review comments and coordinating with an Integrated Project Team identified by the medical center's Contracting Officer's Representative.

Project Number: 636-26-504 Correct Grand Island Safety and Access Deficiencies

Grand Island VA Medical Center 2201 North Broadwell Ave

Grand Island, NE 68803-2153

1. Background.

This project will require a Design-Build Team to design, provide, install and commission the following requirements at the Grand Island Veterans Affairs Medical Center and grounds:

• Demolish and replace the steps, ramps, ADA compliant handrails, curbs, curb access ramps, and other concrete at the terraced West Entrance to Building 1 (Primary Building).

• Install two loading dock levelers at the loading dock located on the east side of Building 1.

• Demolish and reinstall stairs, ADA accessible ramp, and ADA compliant handrails at the east entrance to Building 6 and install an ADA compliant entrance door.

• Demolish and reinstall stairs, ADA accessible ramps, and ADA compliant handrails at the entrances for Buildings 8 and 9.

• Conduct multiple concrete repairs at designated locations on site sidewalks.

Successful offeror will be an integrated Design-Build team including Licensed Architects, Engineers, and Construction specialties to complete the scope of work. At minimum, design will include experienced Architectural, Civil, Structural, Mechanical, Electrical, and Environmental design professionals and construction will include a general contractor and specialty contractors licensed to perform all the work required.

All architects and engineers performing final design reviews and approvals must be professionally licensed in their field of practice.

NOTE: This Performance of Work Statement (PWS) will refer to the collective Design- Build Team, which includes both Design and Construction, for performance requirements pertaining to the entire scope of work. Where appropriate, Design Team or Construction Team may be used for specificity. All elements of design, construction, and post-construction are included in this PWS.

VA Design Guides, Specifications, and References (current versions).

A complete listing of all VA technical documents can be found on the VA website at https://www.cfm.va.gov/TIL/. These documents shall be referenced as a guide for the completion of this design project. Deviations from these guides must be submitted for review by the VA Office of Healthcare Engineering (OHE). At each submittal, address deviations from guidance with COR/CO to coordinate OHE review process. For all sidewalk installation details see Division 32: Exterior Improvements located found on the VA website at https://www.cfm.va.gov/TIL/.

All document packages, including the final design/construction documents from a resultant contract will be subject to review and approval (by signature) of all members of an Integrated Project Team (IPT) consisting of individuals identified by the medical center. These individuals will be identified by the VA Contracting Officer’s Representative (COR) at the first design meeting. All document packages, including the final design/construction documents moving forward for construction will be subjected to technical reviews, including third party technical reviews and/or legal reviews. The Design Team is responsible for revising documents to incorporate comments provided by those reviews.

2. Objectives and Technical Requirements.

The goal of this solicitation is to provide a finished product within a Design-Build framework. This framework requires a continuous and iterative design and construction process, and constant communication between the design and construction teams with adjustments made as required by the project conditions. With this goal in mind, Notice to Proceed for construction will occur at a level of design that is analogous to a 65% design in the Design-Bid-Build process. However, the Department of Veterans Affairs must retain assurances that the design to that point has been properly reviewed and approved by qualified and licensed professional engineers. Notice to Proceed with construction will be issued following the receipt, review, and acceptance of 65% design documents that have been signed by qualified and registered engineers who certify the quality of the documents received.

Design Services include site visit(s), field investigation, and user interviews to prepare drawings and specifications to meet the following objectives (locations for each element of work are indicated on the Grand Island Site Plan (see PWS Atch 01). Investigative work may be conducted during normal business hours (8:00 AM to 4:30 PM).

a. Item 1: Reconstruct terraced main entrance on the west side of Building 1. Work includes completely removing and replacing concrete from and including the curbs and curbside access ramps to the front entrance. Reconstruct stairs and access ramps to comply with Architectural Barriers Act and VA Barrier Free Design Guidelines (See PWS Atch 02). Salvage and reinstall or install new handrails, except as noted in the photos below.

Modifications to the dock receiving area shall consider space requirements for normal work activities and appropriate access and railings. Regardless of method of construction, dock extension shall match existing architecture with either a concrete fascia or bricks matching the existing structure. Install bumpers and structural bollards as required by code and VA guidelines. Use high visibility finishes on bollards and bumpers.
