About this file

This file contains two key sections from a VA solicitation document: safety/environmental record requirements and limitations on subcontracting requirements for a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside contract.

The safety and environmental requirements specify that bidders must certify they have no more than three serious OSHA violations or one repeat/willful OSHA/EPA violation in the past three years. Bidders must provide their Experience Modification Rate (EMR) of 1.0 or less on insurance carrier letterhead, with special provisions for self-insured contractors to obtain ratings from NCCI or state bureaus. The subcontracting section outlines that VA may use support contractors to monitor compliance with SDVOSB work percentage requirements, who must sign non-disclosure agreements to protect proprietary data. Contractors must cooperate fully and provide access to business records for compliance verification.
