If a proposal on all items is not required, offerors should insert the words "no proposal'' in the space provided for any item on which no price is submitted.

(d) Alternate proposals will not be considered unless this solicitation authorizes their submission.

EVALUATION FACTORS

This section describes the evaluation process, proposal preparation, the significant factors and sub-factors and criteria to be used in the evaluation process. This procurement action will apply FAR

15.101-1 Best Value Trade-off selection procedures which permits trade-offs among cost or price and non-cost factors and allows the Government to accept other than the lowest priced proposal.

Offerors will be required to submit their proposal in response to the solicitation in accordance with the evaluation criteria set forth in the solicitation. Once proposals are received, the SSEB will evaluate the proposals utilizing the criteria provided in this evaluation plan and in the solicitation.

Offerors that fail to submit complete proposals including all pages of the solicitation will be considered technically unacceptable and will not be considered for award. Evaluation factors when combined, are significantly more important than cost or price.

The Government intends to award a single contract to a qualified (SDVOSB) determined responsible in accordance with the Federal Acquisition Regulation (FAR), whose technical proposal conforms to all the requirements in this solicitation and is further determined to meet or exceed the standards of acceptability under FAR 15.101-1 Best Value - Tradeoff-process. The Government intends to evaluate proposals and award a contract without discussions with Offerors. Therefore, the Offeror's proposal should contain the Offeror's best terms from a past performance, technical, and cost standpoint.

The evaluation of offers submitted in response to this Request for Proposal (RFP) solicitation will be conducted utilizing FAR 15.101-1 Best Value Tradeoff selection process. Utilization of this source selection process may result in not all offers being evaluated. The Contracting Office upon receipt of offers, will determine eligibility and compliance to the solicitation requirements. The Veteran Small Business Certification (VetCert), SBA at https://veterans.certify.sba.gov/ will be checked to ensure that any offeror submitting a proposal to perform the work is both listed and verified. All proposals received will also be checked for an active registration in the System for Award Management (SAM). Thereafter, the CO will review all proposals to ensure that the minimum proposal submission requirements have been met. Once these requirements for responsibility have been satisfied, the CO will select and submit for review to the Source Selection Evaluation Board (SSEB) the technical proposals. The technical proposals will be evaluated for acceptability on outstanding, good, acceptable, and unacceptable basis as shown below, and the offeror's Experience will be rated with respect to the standards. Initially, the SSEB will not receive any pricing information only the technical portion of the offeror's proposal.

The Offeror's technical proposal shall be no more than 50 pages total, which is not inclusive of the solicitation and any amendments issued thereof. The technical proposal should be single-spaced, Times New Roman 11 font with .5 margins on all sides. Bolding, underlining, and italics may be used to identify topic demarcations or points of emphasis. Graphic presentations, including tables, while not subject to the same font size and spacing requirements, shall have spacing and text that is easily readable.

The Offeror's price proposal shall be no more than 25 pages inclusive of bid bonds required. If the offer is received other than what is specified, the proposal shall be deemed technically unacceptable if the CO desires.

FAR 52.209-7 Information regarding responsibility Matters (b) shall be marked. If not marked, the proposal is technically unacceptable and cannot be considered for award.

If the technical evaluation for FACTOR 1 and 2 are determined to be acceptable based on the standards of acceptability, those proposals will then be evaluated on past performance and price, and the CO will document these findings. Pricing information will only be provided to the SSEB upon notification to the CO that the past performance and technical proposal as submitted meets or exceeds the acceptability standard necessary to fulfill the objective of the requirement.

Should the initial offeror's proposal be determined to be unacceptable according to the standards of acceptability, then the SSEB will be required to provide to the CO a summary evaluation sheet that documents how the offeror's proposal fails to meet the standards of acceptability, and request to the CO that the next higher priced proposal be submitted to the SSEB for evaluation. This process shall continue until such time that either all proposals have been evaluated for experience and qualifications.

Offerors shall respond in writing to the evaluation factors listed below, in the same order as they appear in the solicitation document. Failure to provide all information will adversely affect the evaluation of an offer. The information contained in the technical proposal should be complete, concise, and address each factor. If information is applicable to more than one evaluation factor, it must be repeated for each factor, unless stated otherwise.

Drawings: Drawings shall be submitted as an electronic copy.

Proposals will be identified with the following information for each volume:

a. Construction Company Name

b. Physical Address of the Company

c. Telephone Number

d. Email address

e. VA Project Number 621-22-107

f. VA Project Name Modernize Bldg 108 Boiler Plant and Systems

g. Solicitation number 36C24924R0083

Proposals shall contain all applicable information as required by the evaluation factors.

The Offeror shall submit one (1) electronic copy of the proposal to the office of Diana K. Grube, Contract Specialist at Email diana.grube@va.gov. by the date and time shown on the SF 1442.

(Only electronic copies will be accepted).

Electronic Copy: Offerors shall include one copy of everything being submitted in MS Word, PDF and Excel format files only. If PDF is used, then each Section submitted shall be a separate file. For example, all required licenses must be one file, the technical proposal must be another file, and therefore there shall be more than one PDF copy of the proposals submitted via email. Any hard copies will be rendered technically unacceptable and shall not be eligible for award.

Diana.grube@va.gov

Note: Offerors submission shall contain all pages of solicitation 36C24924R0083 as posted on contract opportunities

2.12 VAAR 852.236-92 NOTICE TO BIDDERS—ADDITIVE OR DEDUCTIVE BID LINE

ITEMS (APR 2019)

(a) Additive or deductive line items in the bid schedule shall be evaluated to determine the low offeror and the items to be awarded. The evaluation shall be made as follows—

(1) Prior to the opening of bids, the Government will determine the amount of funds available for the project.

(2) The low bid shall be the Bidder that—

(i) Is otherwise eligible for award; and

(ii) Offers the lowest aggregate amount for the first or base line item, plus or minus (in the order stated in the list of priorities in the bid schedule) those additive or deductive line items that provide the most features within the funds determined available.

(3) All bids shall be evaluated on the basis of the same additive or deductive line items.

(i) If adding another item from the bid schedule list of priorities would make the award exceed the available funds for all offerors, the Contracting Officer will skip that item and go to the next item from the bid schedule of priorities; and

(ii) Add that next item if an award may be made that includes that line item and is within the available funds.

(b) The Contracting Officer will use the list of priorities in the bid schedule only to determine the low offeror. After determining the low offeror, an award may be made on any combination of items if—

(1) It is in the best interest of the Government;

(2) Funds are available at the time of award; and

(3) The low offeror’s price for the combination to be awarded is less than the price offered by any other responsive, responsible offeror.

(c) Example: ‘‘The amount available is $100,000. Offeror A’s base bid and four additives (in the order stated in the list of priorities in the bid schedule) are $85,000, $10,000, $8,000, $6,000, and $4,000.

Offeror B’s base bid and four additives are $80,000, $16,000, $9,000, $7,000, and $4,000. Offeror A is the low offeror. The aggregate amount of offeror A’s bid for purposes of award would be $99,000, which includes a base bid plus the first and fourth additives. The second and third additives were skipped because each of them would cause the aggregate bid to exceed $100,000.’’
