Statement of Work TV Signal and Distribution Tennessee Valley Healthcare System Part 1 – General

1. Introduction

This contract requirement is for the continuation of the Direct TV HD satellite signal subscription to the VA-owned headend equipment for Institutional/Hospitality television and radio signaling to provide news, information, and entertainment for patients at the campus of Tennessee Valley Healthcare System (TVHS) Alvin C. York Campus, and the Fisher House located on the TVHS campus, 3400 Lebanon Road, Murfreesboro TN 37129.

2. Background

A new HD headend system with 32 Direct TV HD receivers has been purchased and installed during FY18. The Murfreesboro facility has approximately 300 TVs currently on the facility’s distribution system.

York Campus

The York campus has approximately 300 televisions spread out over a campus containing approximately 20 buildings. The televisions are all digital TVs, commercial/hospital grade with Pro: Idiom capabilities, MPEG2 and MPEG4. The existing headend system consists of approximately 20 analog satellite receivers (converted to digital output), a digital antenna receiving all local channels, digital mixers, modulators, and combiners. The Facility creates at least 3 channels locally, the VA Knowledge Network, The Healing Channel, and the Chapel Channel. The main signal distribution is over a hardline coaxial cable with 3 mainline amplifiers located in Bldg.’s 2, 5, and 7, then distributed to each building’s signal closets, amplified, then split/tapped to televisions from the closets. Bldg. 11 receives the digital signaling from the headend equipment over single-mode fiber. SA single-mode fiber pathway exists from the television equipment room to the data center, where the majority of the facility’s single-mode fiber infrastructure terminates.

Fisher House The Fisher House currently has 20 TVs, each with a Direct TV receiver and connected to the Entertainment Base Package, local channels, the Adventure package, and HD access. There is a satellite antenna on the roof of the Fisher House feeding to a TV signal distribution system in the data closet.

3. Scope of Work The Contractor will provide an annual contract starting August 1, 2024, through July 31, 2029, Institutional/Hospitality subscription service compatible with the existing Direct TV satellite receivers and channel line-ups for the Fisher House and Alvin C. York Campus in Murfreesboro, Tennessee.
