Following the contract award, the contractor will coordinate with the COR to develop a monthly maintenance/service schedule that identifies the dates when maintenance/service will be provided, the specific maintenance/services that will be provided during each site visit, and the specific OVAHCS location where the contractor will then provide maintenance/services.
After the initial maintenance/service schedule is developed, a final version will be provided to the COR on a mutually agreeable date between the contractor and COR providing maintenance/service details for the next month (e.g., final version of schedule delivered to COR by the last Monday of the month).
Although maintenance/service will normally be conducted when the MMU is not being used for patient care, maintenance/service activities will be conducted in a manner that does not interfere with healthcare operations if staff are actively seeing patients. The COR is responsible for ensuring contractor has unimpeded access to the MMU, which includes ensuring contractor support vehicles (e.g., septic tank truck, etc.) can safely service the vehicle without interfering with patient access to the fixed facility where the MMU is parked.
The contractor must submit qualifications/certifications of all staff who will perform preventative maintenance services on the generator or vehicle. Qualifications must include experience working with mobile units used to deliver healthcare services. Qualifications must also show experience providing routine and emergency mobile maintenance and repair services at a customer location rather than at a fixed facility repair shop.
These certifications shall include, but are not limited to the following:
a. Automotive Service Excellence (ASE) certification.
The contractor will be required to develop a preventive maintenance (PM) log maintained by the COR or designee. The contractor will update the log upon completion of maintenance/service with details about the maintenance/services provided before departing the site.
The contractor will submit an invoice to the COR within 48 hours that provides a detailed description of the maintenance/services, with an individual cost listed for each line item and a total cost. COR will provide the contractor with a tax-exempt form to ensure no taxes are charged. The contractor will ensure all work areas are returned clean and debris-free before departing the site.
Once the COR approves the invoice, the contractor will submit the invoice electronically to the VA’s Electronic Invoice Payment and Processing System (IPPS). See section B.1 of this contract for further instructions on this process.
Both the contractor and COR must provide a minimum of 24-hour notice if any scheduled service must be re-scheduled due to unforeseen circumstances. The service will be rescheduled at a time that is mutually agreeable to both parties.
Changes in frequency (increasing or decreasing service intervals) for the deliverables listed below are at the discretion of the COR; however, any changes must be coordinated in writing to the contractor and the CO and submitted a minimum of one week prior to implementing the requested change.
8.1. Safety:
The Contractor shall follow all applicable safety regulations and guidelines while performing inspection and preventative maintenance services. The contractor will use appropriate safety measures when working in and around the vehicle, utilizing additional precautions when on vehicle rooftops to prevent fall injury or damage to communication antennas and/or satellite receivers/transmitters.
The Contractor shall be responsible for the proper handling and disposal of fluids, supplies, and other waste in accordance with local, state, and federal regulations.
