B.2 STATEMENT OF NEED
Coatesville VA Medical Center
Title of Project: Dental Furniture
Background: A recent inspection by the Infection Prevention RN identified significant deficiencies in the existing cabinetry. The current cabinets displayed evidence of cracking and chipping, leading to porous surfaces. Porous, damaged cabinetry cannot be reliably disinfected, which risks the persistence and transmission of infectious agents. These factors pose as barriers to meeting VA and CDC infection control guidelines and recommended replacement with nonporous, easily disinfected cabinetry.
General Requirement: The successful Contractor/Vendor shall provide all resources necessary to accomplish the deliverables described in this Statement of Need (SON), except as may otherwise be specified. The contractor shall provide the following Brand Name A-DEC dental furniture to the Coatesville VAMC to include blanket wrap delivery and installation.

Clinical and Regulatory Implications:
Infection Control
VA Directive 1131(3) and CDC guidelines require that all clinical environments be designed to allow for easy cleaning and disinfection of all surfaces, to minimize cross-contamination risk between patients and prevent healthcare-associated infections.
Patient Safety
Failure to eliminate porous and damaged cabinetry increases potential risks to both patients and staff, which is contrary to the VA’s commitment to a safe clinical environment (per VHA Handbook 1100.19).
Compliance
Review by the Infection Prevention RN has confirmed that the current cabinetry does not comply with these requirements and has formally recommended replacement.
Nonporous, High-End Materials
Resistant to chipping, cracking, moisture, and chemical exposures common in dental settings.
Ease of Cleaning & Disinfection
High-pressure laminate, color-matched edge banding, and solid/quartz countertops are engineered for repeated cleaning with disinfectant agents, ensuring infection prevention compliance.
Durability and Serviceability
Ten-year manufacturer’s warranty, robust construction (metal fasteners, wood screws, bolts, and cams), and the ability to replace individual parts as needed, reducing long-term maintenance costs.
Ergonomics & Workflow Efficiency
Modular, customizable design allows for enhanced clinician and staff ergonomics, improved accessibility of materials, and adaptability for future workflow needs.
Sustainability and VA Standards Alignment
Materials are tested and selected for performance in dental clinic environments and meet all relevant environmental and safety standards.

The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price. (e) Definitions. The clause at FAR 52.202-1, Definitions, is incorporated herein by reference.

The Contractor shall notify the Contracting Officer in writing as soon as it is reasonably possible after the commencement of any excusable delay, setting forth the full particulars in connection therewith, shall remedy such occurrence with all reasonable dispatch, and shall promptly give written notice to the Contracting Officer of the cessation of such occurrence.
