About this file

This is a Single Source Justification document for a federal contract award under Simplified Acquisition Procedures (SAP) at the Simplified Acquisition Threshold (SAT) level, not exceeding $250,000.

The Department of Veterans Affairs, through the Corporal Michael J. Crescenz VA Medical Center in Philadelphia, seeks to procure A-dec Inspire 500 dental cabinetry for Room 156 at the Coatesville VA Medical Center Dental Clinic. The acquisition includes seven line items of specific A-dec cabinet components (lower sink cabinet, countertop, glove dispensers, drawers, wall-mounted cabinets, and dispensers), plus blanket wrap service and installation labor. The justification cites unique characteristics limiting availability to a single source, including compatibility with existing A-dec equipment already in use at the facility, staff familiarity and training specific to A-dec brand equipment, ergonomic integration with the existing A-dec assistant's chair, established maintenance and cleaning protocols tailored to A-dec products, existing inventory of spare parts and consumables for A-dec equipment, and the non-operational status of the current sink that requires replacement with functional infrastructure. Market research was conducted evaluating alternative brands (Pelton & Crane, Belmont, and DCI Edge), all of which were determined unable to match existing A-dec installations in design, material, color, structural integration, or infection control performance. The Contracting Officer, Andrea Aultman-Smith, certified approval under FAR 13.106-1(b) on May 20, 2026, finding the justification accurate and complete.

Intended use: Replacement of existing damaged and porous cabinetry that cannot be reliably disinfected, to ensure compliance with VA and CDC infection control standards, support patient and staff safety, support the established environment for efficient clinical workflows, ergonomics and maintain uniform operational and aesthetic standards across all dental clinic patient rooms.

These items will directly support the increased use of Room 156, ensuring the clinic’s readiness and safe delivery of dental services.

The estimated value of the proposed action is:

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The dental clinic has operated with the current room layout and cabinetry for many years. This established environment has been integral to efficient clinical workflows and patient safety, as staff rely on muscle memory and familiarity with the spatial setup when accessing tools and equipment during patient care. An alteration to the brand or configuration of cabinetry risks disrupting these ingrained patterns, leading to potential reach errors and inadvertent selection of incorrect items, thereby introducing possible patient safety concerns.

The room structure and ergonomics have been designed to optimize staff movement, minimize cross-contamination risks, and provide seamless access to equipment needed for dental procedures.

Maintaining consistency in cabinetry placement and function is essential for preserving these ergonomic advantages and supporting staff efficiency.

Further bolstering the ergonomics case, the current A-dec assistant’s chair in use within the clinic is specifically designed to be compatible with A-dec cabinetry. This compatibility ensures optimal positioning, ease of movement, and access to necessary instruments and supplies, thereby reducing physical strain on staff and supporting effective delivery of patient care.

Additionally, the current sink within the cabinetry is non-operational, inhibiting proper hygiene practices. The requested replacement will include an operational sink, thereby supporting infection control and adherence to hygiene protocols.

Acquisition and installation of new A-dec Inspire 500 dental cabinets in Room 156 is necessary, as this model represents the next generation of fixtures already in use. It will integrate with existing furniture, maximizing the lifespan of equipment and ensuring compatibility with accessories that staff are trained to use. The facility has established maintenance, education, and cleaning schedules specific to the A-dec brand, which are critical for maintaining high standards of dental care and infection control with minimal clinic downtime.

Last Updated: 02/01/22 Page 3 of 3

Continuity of care is supported by retaining the A-dec brand. Current personnel are fully trained in the use, maintenance, disinfecting procedures, and repair of A-dec equipment; written SOPs and education materials are tailored to this specific brand. Inventories of consumable supplies and spare parts required for A-dec equipment, as well as bench stocks for repairs, are already in place.

Changing brands would necessitate duplicative purchases and investment in new supplies, spare parts, and training for both clinical and repair staff, resulting in increased costs and potential disruption of care.

4. Description of market research conducted and results or statement why it was not conducted:

The facility utilizes A-dec equipment in our current Dental clinic and the issue of compatibility with that equipment was raised by the Dental Chief. Market research was performed by reviewing alternative dental cabinetry brands (Pelton & Crane, Belmont & DCI Edge).

Research confirmed alternative brands could not provide cabinetry that matches existing A-dec installations in terms of design, material, color, structural integration, or infection control performance. Alternative products introduce issues with standardization, aesthetics, infection prevention compliance, and maintenance.

Only A-dec and its authorized distributors were found capable of supplying the specific items required to meet clinical, regulatory, and operational needs for Room 156.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
