i. FACTOR I – GENERAL/TECHINCAL CAPABILITY

a. Sub-Factor 1: Service Plan

b. Sub-Factor 2: Draft Staffing Plan

ii. FACTOR II - PAST PERFORMANCE

iii. FACTOR III – PRICE

B. FACTOR I – TECHNICAL CAPABILITY. The Government will evaluate the narrative to determine your narrative demonstrates and supports capability to perform services required by the Statement of Work (SOW), including the following criteria:

i. Sub-Factor 1: Service Plan. To be determined acceptable the offeror shall:

a. Provide a Service Plan addressing - The Government will evaluate the narrative to which your Service Plan demonstrates and is supported by evidence that gives credibility to the statements made by the quoter and in turn gives the Government enough information to understand and gain confidence in what the quoter is stating. The narrative should adequately describe the quoters experience and plans for executing the work including resources and personnel available to meet the complete requirement and not be a restatement of the RFQ requirements nor copy the language in the SOW.

b. Sub-Factor 2: Staffing Plan. To be determined acceptable the quoter shall:

Provide a narrative and draft Staffing Plan addressing:

1. How your firm will onboard in time for contract performance

2. How your firm will continue staffing throughout the contract period of performance with either staff of your company or subcontractor staffing.

Each general/technical capability sub-factor will receive one of the adjectival ratings defined below. To receive an acceptable rating for this factor, all sub- factors must be rated acceptable.

Rating Description Acceptable Quote clearly meets the minimum requirements of the solicitation and responses leave the evaluator with little or no uncertainty as to the understanding of the work, capability to successfully perform the work, or capability to effectively manage the work effort.

Unacceptable Quote does not clearly meet the minimum requirements of the solicitation and responses leave the evaluator with uncertainty as to the understanding of the work, capability to successfully perform the work, or capability to effectively manage the work effort.

C. FACTOR II - PAST PERFORMANCE. The Past Performance evaluation will assess the relative risks associated with an quoter’s likelihood of success in performing the solicitation’s requirements as indicated by that quoter’s record of past performance. Performance risk is assessed at the factor level after evaluating aspects of the quoter’s recent past performance and focusing on performance that is relevant to the services being procured under this solicitation. Past performance areas of evaluation include:

• Provide references (minimum of three) for Past performance on contracts for janitorial services. References shall include:

Name of client, contact information of client, and Contract number, if applicable.

Location (County/State) of project and size of facilities.

(1) Recency Assessment. An assessment of the past performance information will be made to determine if it is recent. To be recent, the effort must be ongoing or must have been performed during the past five years from the date of issuance of this solicitation. Past performance information that fails this condition will not be evaluated.

(2) Relevancy Assessment. To be relevant, the effort must be of similar nature in scope and geographical constraints. The Government will conduct an in-depth evaluation of all recent performance information obtained to determine if it is the same or similar in nature in scope and geographical constraints listed under this solicitation.

(3) Assigning Ratings. The Past Performance Factor will be assigned one of the ratings defined below. An award will not be made to any offeror who receives an “Unacceptable” past performance rating.

Rating Description Acceptable Based on the quoter’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the quoter’s performance record is unknown.

Unacceptable Based on the quoter’s performance record, the Government has no reasonable expectation that the quoter will be able successfully perform the required effort.

(4) Quoters without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, will not be evaluated favorably or unfavorably on past performance. Therefore, the quoter shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered

“acceptable.”

A. FACTOR III - PRICE. Price will be evaluated to determine reasonableness once quote has been determined technically acceptable by the Government. The government expects competitive quotes to be submitted for this procurement and will use these competitive quotes to determine price reasonableness. If competitive offers are not received, the Government reserves the right to utilize other methods identified in the FAR to determine price reasonableness.

(1) Completeness. Each offeror is required to provide a complete pricing for each contract line identified. Missing or incomplete pricing data may result in the quote no longer being considered.

Pricing that is unrealistically low or high may be considered as indication that the Quoter does not possess the understanding of the requirement or the requisite technical capability to successfully perform the work.

(2) The Government will evaluate the option contained in clause

52.217-5, Evaluation of Options by adding the total price of the base plus option item(s). Evaluation of this option shall not obligate the Government to exercise this option.

Definitions.

• Reasonableness. A price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business.

• Completeness/Accuracy. The offeror is in compliance with the Schedule of Items contained/attached within the solicitation.
