This is a Questions and Answers document issued by the Arkansas Department of Shared Administrative Services Office of State Procurement for Invitation for Bid (IFB) S000000538, Charter Transportation Services, solicited on behalf of the Arkansas School for the Deaf and Blind. The solicitation requests charter transportation services comprising weekly weekend transportation for approximately 55 residential students across four established routes totaling approximately 1,467 miles per weekly cycle, plus ad hoc charter services for sporting, educational, and miscellaneous events within and outside Arkansas. Bidders must provide four full-size coach buses (minimum 40 passengers) and four sprinter buses (minimum 15 passengers). The estimated annual mileage is 57,152 miles for charter buses and 54,340 miles for sprinter buses, totaling 111,492 combined miles. Written questions were due by June 30, 2026, with consolidated answers posted by July 7, 2026. Bids are due July 22, 2026 at 2:00 p.m. Central Time. The initial contract term is three years with optional renewal for up to four additional one-year periods, not to exceed seven years total, with an anticipated start date of September 1, 2026.
Pricing shall be submitted on a per-mile basis with separate transportation cost per mile and fuel component per mile entered into designated cells on a price sheet, with the total annual cost automatically calculating. Fuel costs are negotiable annually based on the EIA Fuel Index for the Gulf Coast Region. Award will be made to the lowest responsive bidder based on total annual cost. Bidders must have a minimum of five years' experience in similar transportation services, maintain an office, bus shop, and depot within Central Arkansas, maintain minimum liability insurance of five million dollars, and employ drivers with valid Commercial Driver's Licenses with passenger endorsement and Department of Transportation cards. Performance penalties of 5% monthly invoice credits apply for non-compliance with on-time performance, breakdown response, and service-delivery standards. Awardees must provide breakdown replacement buses within three hours at no additional cost.

QUESTION # SUBJECT QUESTION ANSWER
1 Price Sheet
Will we need to quote only a price per mile including fuel cost or are we adding all 8 units into the price and calculating the entire fleet for the total annual cost?
Per table 1 instructions transportation cost per mile will need to be entered into cells C16 and C17 and fuel component per mile will need to be entered into D16 and D17. Only enter data into these blue shaded cells, no other cell requires an entry.
The total annual cost will automatically calculate.
