About this file

The document is a Bid Q&A file (S000000425 Armed Security QA.xlsx) for the Arkansas Department of Transformation and Shared Services, Office of State Procurement (TSS OSP), addressing an armed security services contract for a former Army-Navy hospital property in Hot Springs, Arkansas. The procurement requires a single vendor to provide 24/7 armed security guard services with one guard per shift across three 8-hour shifts, totaling 2,920 estimated guard hours annually. The contract is set to begin July 1, 2025, with an initial one-year term and potential for up to four additional one-year renewals, not exceeding seven consecutive years. Bid responses are due by May 19, 2025, at 2:00 p.m. Central Time, with a mandatory on-site visit scheduled for April 24, 2025, at 10:00 a.m.

The Q&A file provides clarifications on several key operational aspects, including shift schedules, supervisor requirements, and equipment usage. Notable points include confirmation that only one guard per shift is allowed, supervisors can provide oversight virtually or in person, and state-owned vehicles (ATV and UTV) with provided fuel will be available for guard use. Insurance requirements include a $2,000,000 umbrella policy, and certain previously mentioned requirements like polygraph and psychological evaluations have been removed. The property covers approximately 20.89 acres with around 60 buildings, currently in the process of being returned to the U.S. government, which contributes to the complex security service requirements. Contractors must meet stringent guard qualifications, including U.S. citizenship, Arkansas State Police commissioned security officer identification, and comprehensive background checks.
