About this file
This is a Questions and Answers document from the Arkansas Department of Transformation and Shared Services Office of State Procurement regarding solicitation S000000375 for Third Party Administrator (TPA) services. The document addresses 68 questions from potential bidders about providing TPA services for approximately 144,000 members from state and public school systems. Key requirements include URAC or NCQA accreditation, SOC-2 Level II compliance, and the ability to handle medical claims processing, provider networks, care coordination, and case management services. The contract term is structured as an initial three-year period with four one-year renewal options. Interview agendas will be provided to qualifying contractors after technical response evaluations, with implementation expected by January 1, 2026.
The pricing structure requires fees to be quoted on a per-member-per-month (PMPM) basis, with no per-employee-per-month (PEPM) alternatives accepted. The file size limit for document submissions is 450 MB, with zip files being acceptable. The EAP program is designated as a mandatory optional component, and proposals without EAP services will be rejected. Performance standards will be negotiated during the discussion phase. The document clarifies that the "Charges" column in claims data reflects eligible billed amounts before provider discounts, and contractors must apply their discounts to calculate allowed amounts in their responses. No minimum MWBE requirements are specified for the contract.
