The State is seeking a solution that can collect digital images and demographic information, interface with a web-based system, include facial recognition capabilities, and print a variety of driver's licenses and ID cards for the State. The solution must meet all state and federal requirements, including the REAL ID Act, and be capable of producing over 661,000 cards annually at 137 locations across the state. Proposals are due on September 6, 2024, and the anticipated contract start date is July 1, 2025, with an initial term of 3 years and up to 4 additional 1-year renewal options.
The RFP outlines detailed requirements for the solution, including minimum qualifications for the contractor, system access and functionality, image capture workstations, facial recognition capabilities, signature capture, card security features, inventory management, reporting, implementation, and maintenance and support. The State will evaluate proposals based on the contractor's experience, proposed solution, risk management, and interview performance. Cost proposals will be evaluated separately, with the lowest qualified price receiving the maximum cost score. The State reserves the right to negotiate contract terms during the discussions phase prior to award.
