About this file

This document contains a Question and Answer (Q&A) session regarding a state and local contract opportunity for an International Office in Korea, issued by the Arkansas Economic Development Commission (AEDC). The objective is to attract more Korean businesses to Arkansas, leading to job creation and capital investment in the state's targeted industries such as advanced manufacturing, agtech, professional services, IT, life sciences, and logistics.

The contractor will be required to maintain an office in Seoul, provide monthly and quarterly reports, and plan and support high-level trade missions. The initial contract term is 4 years, with options to renew for up to 3 additional 1-year terms. The procurement is subject to state laws regarding the use of minority and women-owned businesses, as well as restrictions on doing business with companies that boycott Israel, employ illegal immigrants, or have ties to certain industries. The funding sources may include state general revenue, special revenue, federal funds, or other public funds, but the exact budget range is not specified.

1 2.3 B

The Contractor has been doing business in Korea for 15+ years. However, the Contractor does not have a subsidiary office established in Korea at this time. For project work, we typically engage either with our long time Korean strategic partner or send staff to Korea to perform in-country tasks as needed. Our strategic partner has 25+ years of experience and is domiciled in Seoul, Korea and has worked with many US States in Korea, however, technically the Contractor would not meet this requirement as its stated in the RFP.

• Would this preclude us from bidding on the AEDC Korea Office project?

Since the Contractor has operated in the Korean market for over 15 years and has served other US states, you would be able to bid. Regarding the lack of an office address, in this case the contractor would need to identify and contract with an appropriate office space provider (such as with a company like Regus or the Executive Cente), which would serve as the official mailing address of the 'State of Arkansas Korea Office', and be available to use as needed for business meetings in Seoul. This process should be completed within 3 months of executing the contract.

• Please refer to section 2.4. A in the RFP for details.

2 2.5 A Does AEDC have an estimate as to the number of trade shows that the Contractor should plan to attend per year? Or is that up to the Contractor to provide in our work plan? This would be up to the contractor to provide in the work plan.

3 2.6 What is AEDC’s definition of a “lead”?

A lead is the development of a new relationship in which the company acknoledges that they have an upcoming investment project in the next 24 months and that Arkansas is a state that would be under consideration for the investment.

4 2.6 What is AEDC’s definition of a “qualified lead”? AEDC does not differentiate between a lead and a qualified lead.

5 2.6 How does AEDC differentiate between Lead and Qualified Lead? See above

6 2.6 Does AEDC have an estimated number of leads/qualified leads that need to be generated per year? (Or again, is this up to the Contractor to define in its work plan?) This would be up to the contractor to provide in the work plan.

7 2.6

Does AEDC have minimum requirements for Korean investments into Arkansas that will qualify it as an investment project?

o Minimum number of jobs created?

o Minimum capital investment?

o Minimum investment time horizon (e.g. 12 to 36 months)?

o Other? Minimum: $1,000,000 and 10+ jobs

8 2.9

Of course, the Contractor will coordinate high level mission when requested.

However, does AEDC plan to have additional budget available for such missions?

o (Our experience in hosting VIP delegations, especially Governor’s missions, is that they can be rather intensive and incur extra costs outside of a typical FDI engagement). Additional costs would need to be identified and evaluated by AEDC

9 2.9 Does AEDC have any initial thoughts on how many of these types of high level missions would occur during a 12-month period?

Approx. 1 per year with a delegation from Arkansas and an additional 2-3 trips per year from AEDC's Director of Asia
