About this file

This document contains question and answer responses related to a state and local contract opportunity for Prison Population Projections issued by the Arkansas Department of Corrections. The contract requests the successful contractor to provide forecasts and analyses for two population categories - housed inmates and offenders under supervision. The contract requires two separate reports, one for each population category, containing all the individual forecasts. The contractor is expected to assume and bid on all potential analysis and forecast items outlined in the scope of work, as the agency has confirmed adequate data availability. The contract has no specified deadline for completion, but the agency will discuss this with the prospective contractor during discussions. Contractors are permitted to reference their previous experience with state entities, but cannot name the specific state.

For the pricing proposal, it should be submitted separately from the 6-page response. Contractors are not allowed to reference the name of any proprietary software used for the forecasts in their response. The contract opportunity does not mention any setasides, incumbents, or funding sources. Overall, the key details focus on the scope of work, deliverables, proposal requirements, and certain restrictions on the response content.
