About this file

This document is a Q&A pertaining to a state and local contract opportunity for a broadcast server solicitation issued by Arkansas PBS (AR-PBS). The solicitation, IFB-S000000058, is seeking pricing and a contract from qualified vendors to replace AR-PBS's existing broadcast server. The key details of the solicitation include questions and answers regarding the required Polaris automation system, the ability to provide a higher-quality automation system instead of Polaris, the control capabilities of the installed Grass Valley Korona switcher, and the handling of HDR/HLG content. AR-PBS has a separate RFP, S000000059, for a more fully featured automation system, and the goal is to find a solution that meets their operational needs within their budget constraints.

The pricing terms and funding details are not explicitly stated, but the document indicates that AR-PBS has a set budget for the server and automation purchases, and that the best approach is to provide a competitive price that falls within that budget while demonstrating the superior features and compatibility of the proposed solution compared to the basic Polaris automation system.

Short Description

Question # Question Subject Question Text Answer

Broadcast Server 1.00

Automation is specified inside the video server quotation, but a separate automation RFP?

There is a specification in the video server RFP for a Polaris automation system that is marked as required, however, there's a separate RFP 059 for automation that'd provide a far better automation than the very simplistic Polaris system specified with the RFP 058. Is it desired to consider separately, the harmonic video server, and, a quality automation system like Aveco that handles both master control and the required MOS-control spec of automation?

How are we to handle the "required" competitive Polaris automation system if we're proposing a better one?

AR-PBS has set two bid documents. 058 for the Harmonic Spectrum server with its simple onboard Polaris automation as an option. 059 is for a more fully featured automation system that can provide additional levels of live log and media asset management. However, the purchases of the server and automation have to fit within a set budget. If it is determined that AR-PBS can't afford the more advanced automation, Polaris will be the fall back option. The best way to be considered over Polaris is to provide AR-PBS with a competitive price that falls within our budget as well as demonstrate that your product has the best features and compatibility with our operational needs.

Combined automation system in RFP 058-and- 059 replacing simplistic "Polaris" in RFP 058

Is it acceptable to not provide the "Polaris" automation system specified in RFP 058 as part of the video server, if all functions (and many more) are provided in the RFP 059 automation specification response? Please clarify if 058-and-059 can be combined with Polaris removed from the system design (it'd not be needed, and, our Automation with full MCR and PCR automation capability, would be far beyond in capability what the Polaris system would provide (it'd be "in the way" of a better-functioning system.) Is this acceptable - in our reading of the current RFP it appears to say the Polaris is required, but, if a higher quality automation system is provided, technically it wouldn't be required at all and in fact would be a major detriment to the system. Please clarify, and, if possible, re-phrase the requirement in an RFP addendum. Thank you for the consideration.

Not providing the Polaris option may compromise your opportunity at winning the server bid if the advanced automation being proposed does not fall within the AR-PBS budget. It is AR-PBS's preference to go with the more fully featured automation system and not have to purchase the Polaris option if it falls within our budget.
