About this file
This document is an Invitation for Bid (IFB) issued by the Arkansas Department of Transformation and Shared Services Office of State Procurement (TSS OSP) on behalf of the Arkansas Public Broadcasting System (AR-PBS) to obtain pricing and a contract for a broadcast server and related support services. The broadcast server, which will replace AR-PBS's existing 7000 Series Spectrum, must meet specific requirements including redundant hardware, multiple playout and recording channels, compatibility with AR-PBS's media asset management systems, support for various video and audio formats, and master control and record/replay functionality. The IFB provides detailed technical specifications and workflow requirements, and requires the successful contractor to provide installation, commissioning, training, and ongoing technical support. Bids are due by November 9, 2021, and the anticipated contract start date is December 1, 2021, with an initial one-year term that may be renewed up to six additional one-year terms.
The IFB requires bidders to provide pricing on the Official Bid Price Sheet, and specifies that the award will be made to the lowest-bidding, responsible contractor. The IFB does not mention any set-asides, incumbents, or funding sources, but does outline performance standards and damages for failure to meet delivery, installation, commissioning, and training milestones.
