State Department – Secretary’s Office of Diversity and Inclusion Purpose The purpose of this statement is to describe technical support for the Secretary’s Office of Diversity and Inclusion (S/ODI) to provide analytic support for the upcoming Diversity, Equity, Inclusion and Accessibility (DEIA) climate survey. In particular, S/ODI requests a team to conduct data analysis with guidance from S/ODI, writing an analytic report summarizing the results, and developing a corresponding dashboard.

Background S/ODI’s mission statement is to advance national security by building a more diverse, equitable, inclusive, and accessible State Department. In support of this mission, S/ODI will be conducting a climate survey to establish a quantitative assessment of employee views on the current level of inclusion, direct experiences with harassment, discrimination, and bullying, employee engagement, perceptions of reprisal and the degree of fairness, transparency, and equity in Department processes such as evaluations, promotions, hiring, and assignments, and possible barriers to professional advancement.

1. Task Descriptions The overall objective of this effort is to provide S/ODI and its stakeholders an objective analysis of the survey results in formal report and dashboard formats. S/ODI would like to hire a contracting team to conduct data analyses, write a report including visuals, and subsequently develop a dashboard of aggregated results. S/ODI has already developed the survey using validated measures taken from the academic literature and extensive work by the DOD. The themes identified for the survey were identified following stakeholder interviews conducted in 2022 and 2023. Additionally, S/ODI will prepare and deploy the survey and provide the contracted team with the raw data to undertake three tasks in close collaboration with S/ODI:

· Task 1 will be the ingestion and analysis of the survey results that the vendor Receives from S/ODI. This is anticipated to be around 5,000 to 10,000 responses. Data analyses will be conducted on raw data ensuring quality, accuracy, and completeness using appropriate statistical weighting procedures.

· Task 2 will be the development of a written report on the results including visuals such as infographics of survey results.

· Task 3 will be the development of a Power BI dashboard to allow stakeholders at the State Department to explore the aggregated results from the survey.

1. Data Ingest and Initial Analytics The initial task is to ingest and perform the data analyses on raw survey data using appropriate statistical weighting procedures that will be used by Tasks described in 3.2 and 3.3 below. Analyses will be conducted in close collaboration with S/ODI after ensuring quality, accuracy, and completeness.

0. Deliverable(s):

a. Summary of findings (due by June 28, 2024)

1. Summary Report Based upon the analytics performed in Task 3.1 described above, dvelop a report for senior leadership on the survey results. The report will include graphics and text to present the results with guidance from S/ODI.

c. Final Survey Results Report (due by Aug 2, 2024)

1. Dashboard Using Microsoft Power BI, develop a dashboard of the survey results that will allow various stakeholders from across State to view the aggregated survey results by bureau. All data can be segmented along any demographic dimension, provided that more than 10 respondents in a given category have responded. To maintain anonymity, if fewer than 10 participants respond, those findings will not be reported. This will be done in close collaboration with S/ODI.

2. Deliverable(s):

d. Initial Survey Results Dashboard (due by September 20, 2024)

e. Finalized Survey Results Dashboard (due by Oct 22, 2024)

1. Period of Performance The base period of performance is 6 months from the date of the task order award.

2. Assumptions and Constraints
