The procurement sought a contractor to facilitate up to three annual meetings, including one 1.5-day in-person meeting in Salem, Oregon, and two remote half-day meetings, with comprehensive meeting management responsibilities including schedule coordination, agenda preparation, material gathering, discussion facilitation, and meeting summary production. The RFP required proposals to be submitted by July 14, 2025, at 11:59 p.m. Pacific time, with evaluation completed and an Intent to Award issued on August 1, 2025. The contract award process includes a seven-calendar-day protest period ending August 8, 2025. The initial contract term is two years with potential renewal options extending to a cumulative maximum of 10 years.
The National Center for Assessment was selected as the apparent successful proposer with an evaluation score of 136 points, compared to EdMetric's score of 132 points, based on the 150-point evaluation system comprising 50 points for the administrative proposal, 50 points for the technical proposal, and 50 points for pricing. The procurement actively encouraged participation from small businesses, particularly certified disadvantaged business enterprises including minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses. Key requirements included a lead facilitator with at least five years of experience facilitating state-level strategic assessment and accountability meetings, completion of a Certified Disadvantaged Business Outreach Plan, and submission of a comprehensive Responsibility Inquiry demonstrating financial stability and organizational capacity. The contractor was responsible for covering travel, lodging, meals, and consulting fees for up to eight SATAC committee members.
