About this file

This is a Request for Proposals (RFP) issued by the Oregon Department of Administrative Services, State Procurement Services on behalf of the Oregon Professional Boards (Medical Board, Dental Board, Board of Nursing, and Board of Pharmacy) for Health Professionals Services Program (HPSP) services. The RFP seeks one contractor to administer a consolidated, statewide standardized monitoring program for health professionals licensed by participating boards who are referred or self-referred for substance use disorders, mental health disorders, or dual diagnosis. The RFP opens January 27, 2025 with proposals due February 27, 2025. A pre-proposal conference will be held February 4, 2025. The anticipated contract award date is April 7, 2025. The initial contract term is 4 years with renewal options.

The RFP does not specify a set budget amount but requires detailed pricing proposals for fiscal years 2026-2029. Pricing must include program administration costs and specific program components like monitoring services, toxicology testing, and educational outreach. The program encourages participation from COBID-certified firms (minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses). No incumbent information is provided. Funding appears to come from the participating professional boards, with each board signing separate work order contracts with the selected contractor. The contractor must have been in business for at least 5 years and demonstrate experience with similar monitoring programs.

OVERVIEW AND PURPOSE

Project Overview and Background Oregon Revised Statute 676.190 authorizes the Oregon Board of Dentistry, the Oregon Medical Board, the Oregon State Board of Nursing, and the State Board of Pharmacy (“Boards”) to establish or contract to establish an impaired health professional program for the licensees regulated by those Boards (“Licensees”).

The Health Professionals’ Services Program (“HPSP”) includes, and DAS SPS requests Proposals to provide a consolidated, statewide, standardized monitoring program to health professionals licensed by, certified by, or registered with a participating health profession licensing Board or Boards who are either referred by their respective licensing Board(s) or are self-referred and diagnosed with substance use disorders, mental health disorders, or dual diagnosis. The HPSP does not diagnose or treat Licensees.

The goal of the HPSP Services is to assist Licensees to achieve their own health, safety, and independence in order to remain a productive member of their profession through activities established by the HPSP. In addition to this, the selected Contractor will perform educational outreach to increase the number of self-referred Licensees in the program.

The Contractor will use a managed service approach to assure, through subcontracts, that all monitoring services are available statewide. The contractor selected from this RFP will not provide any medical or physiological diagnoses or treatments.

Throughout the life of the agreement resulting from this RFP there may be legislative changes to the Program. The Boards will work with selected contractor to incorporate any legislative changes into the Agreement established through this RFP. The Boards will make a best faith effort to communicate any known potential or actual legislation with the selected Contractor to ensure the success of the Program.

Purpose The purpose of this RFP is to solicit Proposals from qualified Proposers to provide a consolidated, statewide standardized monitoring program via the HPSP to Licensees licensed by, certified by, or registered with a participating professional licensing Board or Boards who are either referred by their respective licensing Board or are self-referred and diagnosed with substance use disorders, mental health disorders, or dual diagnosis. The HPSP does not diagnose or treat Licensees.

SCOPE OF WORK/SPECIFICATIONS

The Services will be provided by a Proposer with a proven track record in providing similar program Services to other agencies or companies.

DAS SPS’ intent is to select and award to one Proposer with proven experience providing the required Services in a way that is most advantageous and economical to the State of Oregon. The participating Boards will sign a Work Order Contract (“WOC”) with the successful Proposer to participate in the HPSP. Each Board may terminate their participation separately in accordance with the terms and conditions of the contract and additional Boards may enter into a WOC during the term of the agreement.

The Proposer selected will administer the HPSP and oversee subcontracted services.

The HPSP must meet the following objectives:

Provide efficient and cost-effective statewide HPSP monitoring Services while protecting and maintaining confidentiality of Program participants.

Collect, manage, and maintain records as required by the HPSP and the Boards.

Provide accurate, auditable tracking and reporting on the HPSP Services provided.

The awarded contract resulting from this RFP will begin July 1, 2025.

The Scope of Services can be found in Exhibit A, Scope of Services of Attachment A, Sample Agreement.

Each Board will administer its respective Work Order Contract. These activities include such functions as, review and Acceptance of Deliverables, approval and payment of invoices, and day-to-day operational correspondence with the contractor associated with completing its obligations under the Work Order Contract. Proposer has liquidated and delinquent debt owed to the State or any department or agency of the State.

ROUND 1 EVALUATION PROCESS

Responsiveness and Responsibility Determination Responsiveness determination A Proposal received prior to Opening will be reviewed to determine if it is Responsive to all RFP requirements including compliance with Section 3.1 (Minimum Qualifications) and Section 3.2 (Minimum Submission Requirements). If the Proposal is unclear, the SPC may request clarification from Proposer. However, clarifications may not be used to rehabilitate a non-Responsive proposal. If the SPC finds the Proposal non-Responsive, the Proposal may be rejected; however, DAS SPS may waive mistakes in accordance with OAR 125-247-0470.

Responsibility Determination DAS SPS will determine if an apparent successful Proposer is Responsible prior to award and execution of the Contract. Proposers shall submit a signed Responsibility Inquiry form (Attachment G) with Proposal.

At any time prior to award, DAS SPS may reject a Proposer found to be not Responsible.

Evaluation Criteria Each Proposal meeting all Responsiveness and requirements set forth in this RFP will be independently evaluated by members of an Evaluation Committee. Evaluation Committee members may change and DAS SPS may have additional or fewer evaluators for optional rounds of competition. Evaluators will assign a score for each evaluation criterion listed below in Section 4.10.3 up to the maximum points available as specified in Section 4.11 (Point and Score Calculation).

The SPC may request further clarification to assist the Evaluation Committee in gaining additional understanding of a Proposal. A response to a clarification request may only clarify or explain portions of the already submitted Proposal and may not contain new information not included in the original Proposal.

The scoring of the Cost Proposal and Reference Information Scoring is a mathematical process. For that reason, during the evaluation process, the evaluation criteria will be relied on more for evaluation of the Organizational Information Narratives and Program Proposals.

At an overall level, the criteria used for evaluating the Proposals is based on the requirements outlined throughout Section 3 (General Proposal Requirements) of this RFP.

The following list of evaluation criteria will be used for the Organizational Information Narrative and Program Proposal.

Evaluation/Scoring Process The Evaluation Team will evaluate and score the Organizational Information Narratives and Program Proposals based on the information contained within the Proposals and the criteria described in the Section 4.10.2 (Evaluation Criteria).

DAS SPS will calculate scores for the Cost Proposals and provide a score based on the criteria described in Section 410.3.3 (Scoring of Cost Proposals). Reference checks will be conducted and scores provided by the Reference Checks, will be incorporated as described in Section 4.10.3.4 (Scoring of References).

Further details on the evaluation and scoring process is provided in the subsections below.

Evaluation and Scoring of Organizational Information Narratives The Evaluation Committee will evaluate and score all elements of the Organizational Information Narrative.

The total score for the Organizational Information Narrative will be calculated from the average of the scores provided by the evaluation team members.

See Section 3.3.4 (Organizational Information Narrative) for instructions related to submitting the Organizational Information Narrative.

Evaluation and scoring of Program Proposals The Evaluation Committee will evaluate and score all elements of the Program Proposal Requirements.

The total score for the Program Proposal will be calculated from the average of the scores provided by the evaluation team members.

See Section 3.3.5 (Program Proposal Requirements) for instructions related to submitting the Program Proposal.

Price Evaluation

The SPC will conduct the price evaluation. The SPC will award a price score to each Price Proposal based upon the percentage of the proposed price as compared to the lowest Proposer’s price using the following formula:

lowest price of all Proposers
X
price points possible
=
price score

price being scored

Scoring of References The reference points from each of the three references provided in Section 3.3.6 (References) for a given Proposer will be summed to compute each Proposer’s total reference points. The total reference points awarded to each Proposal will be added to its respective average Organizational Information Narrative and Program. The maximum number of points for each of the three (3) references is 30 for a maximum possible total reference points of 90.

PREFERENCES

Reciprocal Preference For evaluation purposes per OAR 125-246-0310, DAS SPS shall add a percentage increase to each out-of-state Proposer's Proposal price that is equal to the percentage preference, if any, given to a Resident Proposer in the Proposer's state.

Recycled Materials DAS SPS will give preference to Goods manufactured from Recycled Materials if each of the conditions specified in ORS 279A.125 (2) exists following any adjustments made to the price of the Goods according to any applicable reciprocal preference.
