About this file

Addendum 1 for RFP #73000-00013839 is issued by the Oregon Department of Transportation (ODOT) for a comprehensive Transportation Safety Public Engagement Survey project. The procurement seeks a contractor to conduct biannual public opinion surveys, requiring two surveys per year (in April and August) with a minimum of 1,600 completed surveys across all five ODOT regions. The survey must be no longer than 12 minutes, maintain a margin of error no greater than 5 percent with a 97 percent confidence level, and cover transportation safety topics. Proposals are to be submitted electronically through OregonBuys by October 27, 2025, with a 25-page limit and a 180-day firm offer period. The initial contract term is three years, with potential renewal options up to a total of five years.

The contract is federally funded through ODOT's Transportation Safety Division and aligns with National Highway Traffic Safety Administration (NHTSA) recommendations. ODOT encourages participation from small businesses, with specific emphasis on minority-owned, women-owned, veteran-owned, and emerging small businesses. Proposers must be certified and comply with Disadvantaged Business Enterprise (DBE) provisions, provide evidence of non-discrimination practices, employee wage equity, and sexual harassment prevention policies. The evaluation will use a 114-point system, with 26 points allocated to pricing, assessing understanding of services, project approach, qualifications, capabilities, project team, supporting resources, and a work product sample. Contractors must demonstrate expertise in public opinion research, provide comprehensive reporting, and maintain specific insurance coverages.
