About this file

This is a Notice of Competitive Range issued by the Oregon Department of Transportation (ODOT) Procurement Office dated January 5, 2025, for RFP S-73000-00013839 concerning a Public Opinion Survey project. The competitive range determination identifies two proposers—PRR, Inc. and ReconMR—as the highest scoring Round 1 submissions that advance to Round 2 evaluation. These selected proposers will receive follow-up questions as specified in RFP Section 4.14.1. The underlying procurement seeks a contractor to conduct biannual transportation safety public engagement surveys with a statistically valid random sample of 23,200 unique households annually, with surveys scheduled for April and August of each year requiring a minimum of 1,600 completed responses per survey period. The survey instrument must not exceed 12 minutes in length, maintain a margin of error no greater than 5 percent at a 97 percent confidence level, and cover all five ODOT regions while addressing public attitudes and behaviors related to transportation safety topics including driving under the influence, speeding, and safety belt usage. The original proposal submission deadline was October 27, 2025, with proposals limited to 25 pages and evaluated on a 114-point scale, of which 26 points are allocated to pricing. The contract includes an initial three-year term with potential renewal options extending to a total of five years.

The procurement is federally funded through ODOT's Transportation Safety Division and aligns with National Highway Traffic Safety Administration recommendations. The evaluation criteria assess understanding of services, project approach, qualifications, capabilities, project team composition, supporting resources, and work product samples. The state encourages participation from small businesses, particularly minority-owned, women-owned, veteran-owned, and emerging small businesses, with requirements for Disadvantaged Business Enterprise certification compliance. Contractors must demonstrate expertise in public opinion research and transportation safety, provide comprehensive reporting including raw data and topline results, and maintain specified insurance coverages including professional liability, commercial general liability, and workers' compensation. Additional contract requirements include developing survey instruments, creating recruitment materials, conducting surveys, and performing detailed demographic weighting and post-stratification analysis. Proposers must provide evidence of non-discrimination practices, employee wage equity policies, and sexual harassment prevention protocols. While a specific contract value is not stated in this notice, the contract includes a not-to-exceed compensation amount, and inquiries regarding the RFP process should be directed to David Brudnok, Contract Coordinator, at David.brudnok@odot.oregon.gov or 503-871-7881.
