About this file
This document is an addendum to an Invitation to Bid (ITB) for the East Fork South Fork Trask Pond STEP Facility Decommissioning project, issued by the Oregon Department of Fish and Wildlife (ODFW). The addendum provides questions and answers regarding the scope of work, which includes the removal of concrete debris, piping, and electrical components associated with the decommissioning of a lined earth pond located on the East Fork of the South Fork of the Trask River. The addendum also includes supplemental drawings detailing the original construction of the pond and its components. The bid closing date remains unchanged, and the addendum is considered a material change to the ITB, requiring acknowledgment by the offerors.
The key details of the project include the requirement to remove and dispose of concrete debris, approximately 200 feet of 24-inch diameter concrete pipe, and 50 feet of 18-inch diameter concrete pipe, which may contain asbestos. The contractor is also responsible for managing site surface water and erosion control, as well as removing green waste to a designated area. ODFW estimates the volume of cut and fill to be approximately 1,800 cubic yards, with the expectation that the final topography will be similar to the contract drawings.

Question and Answers August 18, 2024
BID # S-63500-00010940
East Fork South Fork Trask Pond STEP Facility Decommissioning
1. QUESTION: Does the concrete need to be removed off site.
ANSWER: Yes, ODFW is requesting that concrete debris be removed from the site.
2. QUESTION: Can details be provided for the concrete outfall structures.
ANSWER: Yes, see supplemental attachments “East Fork Trask Salmon Hatchery” and “East Fork Trask Settling Pond” for details. Dimensions and reinforcement for both outfall structures are included in their respective drawings, as well as for the piers located at the head end of the pond.
3. QUESTION: What are the extents of the piping to be removed?
ANSWER: Existing feed piping from the head end of the pond to the manhole upstream are to be removed. Based on original drawings and observations from the pre-bid meeting, it appears as though no more than 200 feet of 24 inch diameter concrete pipe runs from the manhole towards the pond. There used to be a transition to a 24 inch diameter steel pipe header that ran the width of the pond; this may have been removed and replaced by the 24” plastic line that dumps into the pond or it may still be abandoned in place. There also appears to be approximately 50 feet of 18 inch diameter concrete pipe from the settling pond outfall to the drainage channel of the main pond that should be removed as well. Please assume that concrete pipe may contain asbestos and include pricing for testing and abatement in bid line item #5 – Removal of Piping.
4. QUESTION: What are the extents of the electrical demo.
ANSWER: Full extents of the electrical wiring is currently unknown. Power is believed to be sourced from a breaker panel in the office/site residence. Conduits or wires should be removed for the extent of the grading/earthwork and the remainder can be disconnected and capped. Power does not need to be maintained to the existing light poles.
5. QUESTION: Are there any pumps associated with the demo.
ANSWER: No, there are no remaining pumps to be demoed or removed.
6. QUESTION: Does the manhole on the upstream end of the feed piping need to be removed.
ANSWER: Yes, please remove the manhole with the piping.
7. QUESTION: Are there any compaction requirements for finished grade after demo is complete?
ANSWER: No, there are no compaction requirements.
8. QUESTION: Are there requirements for erosion control?
ANSWER: Yes, it is expected that the contractor manages site surface water in accordance with all laws, regulations, and jurisdictions. ODFW specifications for erosion control measures, including silt fences, straw bales, and composite drainage net, are in Specification Section 31 51 00 Erosion Control posted with the original ITB.
9. QUESTION: Can ODFW stake the extents of the demo work?
ANSWER: Yes, ODFW can provide staking to mark the outside boundaries of the demo.
10. QUESTION: What is the approximate volume of cut and fill to be moved?
ANSWER: ODFW is estimating that the required volume of cut and fill to be moved is approximately 1,800 cubic yards. Regardless of final volume, the expectation is to balance cut and fill so no material needs to be imported to or removed from the site, and that rough shape of the final topo should be similar to what is shown on the Contract drawings.
11. QUESTION: Does green waste need to be removed from the site?
ANSWER: Yes, please remove green waste to the area shown below, travel distance is approximately 3,000 feet from the pond.
