About this file

This is a Sole-Source Determination Memo from the Oregon Health Authority (OHA) and the System of Care Advisory Council (SOCAC) for a contract with REAP Inc. The agency seeks to contract with REAP Inc for leadership development, peer support, and mentorship for People With Lived Experience (PWLE) in systems change work, with a total estimated contract value of $300,000.00. The initial contract term is two years, with options for extensions up to 10 years, subject to additional funding. The contract aims to connect youth advocates across agencies, provide certified peer support and clinical supervision, and facilitate partnerships between PWLE and system leaders.

REAP Inc is the sole-source provider due to its unique capabilities, including established relationships with multiple state agencies such as the Oregon Department of Education, Oregon Department of Human Services, OHA-Behavioral Health, OHA-Public Health, and Multnomah County Juvenile Justice. The agency argues that REAP Inc is the only peer support provider in Oregon with the necessary skills to integrate feedback across agencies, reduce redundancy in engaging PWLE, and provide the clinical supervision needed to effectively support people with lived system experience. The contract is designed to minimize trauma for PWLE and elevate the voices of those who have been most harmed by existing systems.

SOLE-SOURCE DETERMINATION MEMO

FOR SUPPLIES AND SERVICES

Date: October 13, 2025 Sole source number: 6141/S-44300-00015009

To: Kirk N. Rhoades, Designated Procurement Officer ODHS Office of Contracts & Procurement

Requestor: Anna Williams Agency/division: OHA-BHD-SOCAC, herein after referred to as “Agency” Program/office: System of Care Advisory Council Contract specialist: Heidi Tracy

Agency Sole source rule: Sole source authority:

OHA OAR 137-047-0275 ORS 413.033

Estimated total contract value: $300,000.00

Description of goods or services:

The Agency is seeking to contract with REAP Inc for leadership development, peer support, and mentorship for People With Lived Experience (PWLE) in systems change work, through the System of Care Advisory Council (SOCAC). One service this contractor will provide that is unique to this vendor is connecting youth advocates and youth advisory bodies across agencies and agency divisions, a key component of the SOCAC Strategic Plan. Contractor will provide certified peer support and clinical supervision for those peer support providers, to enable PWLE to meaningfully participate in systems change work while preventing/minimizing the amount of trauma PWLE experience in their systems change work. Many of the PWLE who participate in SOCAC’s work have been deeply harmed by the systems they’re working to change. Due to historical harms, disparate power dynamics, and the possibility for retaliation by systems, partnership between PWLE and system leaders can be difficult. This contractor is skilled at facilitating partnerships between PWLE and systems, as well as working with historically oppressed populations to elevate the voices of those who have been most harmed.

SOCAC anticipates launching a comprehensive support structure for youth and family members with lived system experience who are engaged in the Council’s work. Contracting with peer and clinical support specialists will ensure SOCAC is fully operationalizing the shared value of centered youth and family voice.

1. Background: This sole source justification applies to the purchase of:

SOCAC is seeking a sole-source for this contract because REAP Inc is a trusted partner in the community and have all the services and supports the contract requires. REAP Inc has peers on staff as defined in the contract, as well as clinical support and leadership for those peers, which is a priority structure for SOCAC PWLE in partnering with peers as they navigate the challenges of systems change work. Many of the PWLE the Agency partners with at SOCAC have unresolved system-based trauma, and need peer support to avoid and repair harm experienced in the course of their SOCAC work. REAP Inc is trusted among PWLE who are over-represented in both child welfare and juvenile justice settings, and have demonstrated strong partnerships with agencies who provide those services as well as people with lived or living experience with those services. The cultural competency and systems-change skills required for this contract have been clearly demonstrated by REAP Inc in their existing work with SOCAC, as well as in their contractual relationships with SOCAC’s mandated partners. REAP Inc currently has contracts facilitating youth or family advisory bodies on behalf of:

Oregon Department of Education, Oregon Department of Human Services (youth of color with Child Welfare experience), OHA-Behavioral Health, OHA-Public Health, and Multnomah County Juvenile Justice. There is no other peer support provider who has the necessary connections to these system partners, nor is there a peer provider who understands those systems from both inside and out, which is necessary for PWLE to meaningfully engage in systems change.

3. Written findings of fact (market research):

The findings below must include factual information supporting the determination that meet the sole source requirement in statute.

Pursuant to ORS 279B.075, Agency must conduct market research that supports the assertion that there is only one source that can provide the goods or services.

Market research includes utilization of the internet, trade journals, agency vendor lists, professional organizations, studies, catalogs/industrial periodicals, vendor sources, yellow pages, etc.

For information technology contracts, any ownership or proprietary issues should be fully addressed with written documentation to support facts.

Agency must select at least one of the findings and prepare the determination as it specifically relates to the good or service being procured. More than one finding can be addressed. The findings are as follows:

Pursuant to ORS 279B.075 (2)(a): Provide findings supporting the determination that the efficient utilization of existing goods requires the acquisition of compatible goods or services from only one source.

or

Pursuant to ORS 279B.075 (2)(b): Provide findings supporting the determination that the goods or services required for the exchange of software or data with other public or private agencies are available from only one source or

Pursuant to ORS 279B.075 (2)(c): Provide findings supporting the determination that the goods or services are for use in a pilot or an experimental project.

or mailto:heidi.s.tracy@odhsoha.oregon.gov

Pursuant to ORS 279B.075 (2)(d): Any other findings that support the conclusion that the goods or services are available from only one source.

As discussed above, there is no other peer support provider agency in Oregon who has the following skillsets, all of which are required for successful completion of the SOCAC Leadership Development & Peer Support Contract. This provider has formal contracted relationships with almost all of SOCAC’s mandated system partners, which supports integration across agencies of the feedback provided by PWLE and successful change strategies from one agency context to another. SOCAC consistently hears from PWLE that they are asked the same questions over and over again by agencies, and this contract will serve to reduce duplication, redundancy, and wasted time resulting from inefficient use of PWLE feedback, as well as the harm caused by agencies seeking feedback and not acting on it appropriately. REAP is the only Oregon provider who can tie this work together, with the peer support and clinical supervision necessary to ensure peer work is effective and within scope of practice, to build a true system of care model with effective public/private partnership.
