About this file
This is an Attachment I Certification of Minimum Offer Requirements document for Oregon Intermediate Procurement #S-34000-00015010, issued through OregonBuys. The procurement seeks a qualified offeror to provide research and technical expertise related to modeling plastic leakage during the life cycle of covered products, encompassing material production, consumption, and waste disposal phases. The document establishes mandatory business and technical requirements that all offerors must meet to be considered for evaluation. Offerors must demonstrate research expertise capabilities with access to the latest relevant data, consistent engagement in the topic of interest, and demonstrated adherence to ethical use of secondary research. Additionally, proposed solutions must demonstrate technical subject expertise in plastic leakage modeling, proficiency with material systems and life cycle approaches considering global and regional scenarios, and the ability to model scenarios of interest utilizing both generic and context-specific data. The document requires offerors to certify in writing, with authorized signature and date, that their submission meets all stated minimum requirements.
The file does not contain specific information regarding pricing terms, response deadlines, bid submission dates, contract award dates, contract term length, renewal options, set-asides, incumbent contractors, or funding sources and amounts. The procurement appears to be technical in nature, focused on environmental and material lifecycle analysis rather than the peer support and leadership development services described in the related state and local contract opportunity summary provided. No cost estimates, budget allocations, or financial terms are detailed in this attachment.
