About this file
This is a sole source justification letter from the State of Arkansas Department of Human Services, Division of Provider Services and Quality Assurance, regarding contract S-41500-00017353 with Argus. The letter documents the justification for awarding a contract on a sole source basis rather than through competitive procurement. The document establishes the rationale for selecting Argus as the sole provider, citing specific circumstances that support this procurement method. The contract involves services or products related to the Department's operations, though the specific deliverables and service scope are referenced within the justification framework presented in the letter. No specific response dates, due dates, site visits, or bidders' meetings are detailed in the sole source justification document itself, as the letter focuses on the procurement method determination rather than operational details.
The sole source determination indicates that Argus has been identified as the only qualified provider capable of delivering the required services or products under the specified conditions. The letter presents the business case for non-competitive award, which typically involves unique circumstances, proprietary technology, or operational continuity requirements that limit competition. Pricing terms, contract duration, renewal options, and specific funding amounts are not detailed within this sole source justification letter, as such terms would be documented in separate contracting instruments. The document serves primarily as formal justification for the procurement approach and compliance with state procurement regulations allowing sole source awards under appropriate circumstances.

Integrated Investigations & Intelligence Management Solutions
For the past decade and a half, Argus has been a trusted provider of investigative software and solutions to government entities across the country. Our success is rooted in a strong model of collaboration and open communication with the organizations we serve, ensuring our technology continually adapts to meet its evolving needs. Unlike many providers, we own and develop our proprietary software, allowing us to maintain full control over quality, innovation, and security rather than reselling third-party products.
We take pride in a client-focused approach and do not engage in aggressive marketing or lobbying efforts. Instead, our reputation is built on delivering comprehensive and reliable solutions that are actively utilized by hundreds of users nationwide every day.
Our proven track record reflects our commitment to excellence, consistency, and long-term partnership with our clients.
As a minority owned business and creators of proprietary and patented technologies, not merely resellers like so many that have proliferated the industry, Argus is keenly focused on improving its products and delivering innovations and technologies previously unavailable in the Corrections industry. IRIS is a culmination and shining example of this technological and innovative work, and it was developed from the ground up to solve challenges faced within their departments.
We look forward to the opportunity to demonstrate how our proprietary, reliable and collaborative approach can support your organization’s investigative goals.
We want to thank you for the opportunity to present this proposal. Argus looks forward to supplying you with its cutting-edge solutions and expertise at a cost that benefits both the department and your taxpayers.
Sincerely, Mitchell Davis Business Development Manager
SOLE SOURCE JUSTIFICATION
Argus Facts:

Client-Centered Philosophy
Nationwide Usage
Focus on Long-Term Partnership
Commitment to Service Fulfillment
This procurement is justified under applicable state statues for sole-source procurements, which permit procurement without competitive solicitation when only one vendor can provide the required commodities or contractual services.
II. Operational Requirement The Department seeks to procure an enterprise-level investigation and intelligence management system to serve as a centralized repository for investigative and intelligence operations across the
Department. The system must support Human Resources investigations, Criminal and/or
Administrative Investigations, Institutional Investigations, support intelligence operations as well as include PREA-specific allegation tracking and reporting within a single secure application.
Argus’s Investigative Reporting and Intelligence Solution (IRIS):
1. Is purpose-built specifically for correctional environments, not adapted from municipal law enforcement RMS systems, legal case management software, or corporate HR platforms.
2. Functions as a centralized, sole-source repository for all investigative units.
3. Includes native intelligence database functionality.
4. Includes PREA-specific allegation tracking and federally compliant reporting tools.
5. Provides cross-unit linking and enterprise analytics capabilities.
6. Supports strict role-based security segmentation appropriate for correctional intelligence data.
These combined requirements are operationally essential and cannot be met through separate or partially integrated systems without creating inefficiencies, security risks, and compliance gaps.
I. Purpose This document provides justification for the sole source procurement of an integrated Investigations and Intelligence Management Solution to support mission-critical public safety operations.
1. Correctional-Specific Design
IRIS was developed from the ground up for confinement facilities. Workflows, terminology, permissions, reporting structures, and investigative processes reflect correctional operations rather than municipal law enforcement or private-sector case management models.
2. Enterprise-Wide Investigations Management
IRIS enables Human Resources, Criminal Investigations, Administrative Investigations, Institutional Investigations, and Intelligence Units to operate within the same secure environment while maintaining appropriate role-based access controls. No other known vendor offers this comprehensive integration in a single correctional-specific platform.
3. Integrated Intelligence Database Functionality
IRIS includes intelligence-specific capabilities not commonly found in investigative case management systems, including:
• Intelligence file creation and management separate from formal cases
• Security Threat Group (STG) management
• Subject and incident linking
• Controlled dissemination tracking
• Intelligence validation and purge workflows
This integrated intelligence functionality eliminates the need for a separate intelligence database.
4. PREA-Specific Allegation Tracking and Reporting
IRIS contains a native PREA module designed to align with federal PREA standards and audit expectations, including:
• Specialized PREA allegation categorization
• 72 hour/30/60/90-day retaliation monitoring tracking and automated notifications
• Investigation timeline monitoring
• Federally required statistical reporting outputs
• Audit-ready documentation workflows Competing platforms require extensive customization or external reporting tools to approximate these capabilities.
III. Unique Capabilities of the Vendor
The vendor is the only known provider of a solution with the following distinguishing capabilities:
5. Cross-Unit Data Linking and Pattern Analysis
IRIS allows the Department to link HR complaints, PREA allegations, intelligence records, criminal investigations, and institutional incidents across units. This enterprise-level visibility enhances risk identification, trend detection, and executive oversight.
6. Granular Role-Based Security Controls
IRIS supports layered security controls appropriate for sensitive correctional intelligence and investigative data, including:
• Unit-specific access controls
• Case-type restrictions
• Segregation of intelligence records
• Comprehensive audit logging
• Chain-of-custody documentation
This architecture is purpose-built for correctional security requirements.
IV. Public Safety and Operational Risk Issuing a competitive solicitation would likely result in partial solutions, complex integration timelines, increase costs, create data silos, introduce security vulnerabilities, and reduce operational efficiency. Even temporary degradation in intelligence capability poses risk to officer safety and public safety.
Argus has never been removed from an operational site due to performance failure, demonstrating long-term reliability and consistent customer satisfaction.
V. Pricing Reasonableness Pricing for IRIS is reasonable based on Argus’s demonstrated market presence, extensive operational deployment across the country, and the comprehensive nature of the unified platform.
IRIS consolidates multiple capabilities—HR investigative functionality, PREA allegation tracking and data reporting, intelligence gathering and documentation, as well as cross-unit data linking—into a single solution, eliminating the need for multiple contracts and reducing total cost of ownership.
VI. Conclusion Based on operational requirements, market research findings, and the unique capabilities described above, Argu s Co r rec t ions So lu t ions is the only known provider capable of delivering a comprehensive, correctional-specific investigations and intelligence management solution that meets all functional, compliance, and security requirements without significant customization or integration of multiple disparate systems.
