About this file
This is a Sole-Source Determination memorandum issued by the Oregon Youth Authority (OYA) on July 16, 2026, for the procurement of the Argus Investigative Reporting and Intelligence Solution (IRIS). OYA seeks to acquire an enterprise-level investigation and intelligence management system designed specifically for correctional environments to serve as a centralized repository for investigative and intelligence operations across the agency. The system will support human resources, criminal, administrative, and institutional investigations, as well as intelligence operations including Prison Rape Elimination Act (PREA) allegation tracking and reporting. The procurement is justified as a sole-source acquisition because Argus Corrections Solutions Inc. is identified as the exclusive owner and developer of IRIS, with no substitute solutions or resellers available in the market. OYA's market research, including internet searches and review of the vendor's sole-source letter, confirmed that no other provider offers a comprehensive, correctional-specific investigations management solution meeting all functional, compliance, and security requirements without significant customization or integration of multiple disparate systems.
The estimated total contract value is $140,000, with OYA retaining the option to amend the contract as needed up to $250,000. The procurement is authorized under Oregon Revised Statute 279B.075 and Oregon Administrative Rule 125-247-0275, with approval granted by Designated Procurement Officer Susanna Bare. The determination supports the conclusion that supplies and services are available from only one source based on unique design, availability, and exclusive authorized representative status. No incumbent information, funding sources, or specific contract term details are provided in this determination document.
